County to Hold Spring Household Hazardous Waste Collection Event, Permanent Drop-Off Center Opens for the Season

Towson, MD (March 30, 2011) - On Sunday, April 3, Baltimore County residents may bring household hazardous waste items to a one-day collection event scheduled from 9 a.m. to 2 p.m., at the Baltimore County Resource Recovery Center, located off of Warren Road in Cockeysville.

Baltimore County residents may bring the following materials: paints, motor oil, antifreeze, gasoline, cleaning solvents, pesticides, herbicides, fertilizers, swimming pool chemicals, re-chargeable batteries, mercury thermometers, fluorescent light bulbs, fireworks, ammunition and other household hazardous wastes. Representatives from the Baltimore County Department of Environmental Protection and Sustainability (EPS) will be on hand to accept and process the chemicals and distribute educational materials.

A second one-day collection event is scheduled for Sunday, November 6 at the Western Acceptance Facility, located at 3310 Transway Road in Halethorpe.

Seasonal Drop-Off Center Open at Landfill in White Marsh

For those residents who can't make it to the one-day event, EPS operates a seasonal household hazardous waste collection facility, in cooperation with the Department of Public Works, at the Eastern Sanitary Landfill, located at 6259 Days Cove Road in White Marsh. This facility is open Monday through Saturday from 7:30 a.m. to 3:30 p.m. from April through November. Residents may call EPS at 410-887-4488 ext. 309 for more information.

REMINDER: Please keep cars clear from blocking alleys!

RFC President received an email from an administrator at RFES that a couple cars were blocking the alley for a garbage truck to pass through and collect the schools trash the other day. Please remember that these alleys must be passable for not only garbage trucks but emergency vehicles and neighbors to pass through as well! The RFC kindly asks that you do not park in a way that blocks them. If you have a parking pad or garage, please pull completely in your space and off the public corridor.

RFCOP Crime Update Week of Mar 14th - Mar 20th


Robbery at Royal Farms in Towson

Baltimore County police are investigating a robbery at the Royal Farms located in the 7200 block of York Road.

Police dispatch says calls into 911 stated two gunmen inside the store, but a weapon was never displayed. Two suspects took cash and ran on foot.

No one was injured.

The suspects are reportedly two black men who were wearing masks at the time of the robbery.

Approval of property to widen Towsontown Boulevard

The County Council approved the sale of a small strip of land to widen Towsontown Boulevard on Monday, March 21. The property is on the north side of Towsontown Boulevard, stretching from Osler Drive to University Drive.


The entire widening project should cost $3.13 million. The county expects to advertise the project in March 2011, begin construction in July 2011, and finish the project next summer.

R F Citizens on Patrol would like to remind everyone with warmer weather the urge to open doors and windows for the fresh spring air is around the corner. However with this urge comes a lack of prevention for your personal safety in your home. Make sure that windows are secured and cannot be forced open when partially open for fresh air. Most new windows have a tab system that restricts the pane from being opened far enough for someone to gain entry. On older windows you can partially open the window, drill a hole that goes through bottom and top frame and insert a nail that will restrict the windows from being opened further then the desired amount. If you are leaving your residence ALWAYS close and lock up. If you are home, secure all doors and entry points. Today’s burglars don’t care if you are home, they will enter grab and run before you even notice.

Traffic Calming Solutions Discussed at last RFC Meeting

Forge resident Will Morton attended our last meeting to discuss traffic calming on Dunkirk Rd. He has gone to the County and familiarized himself as well as the board on the process to make changes in order to slow down cars. He is looking for feedback on streets that the neighbors may be concerned about. He prepared the following statement which includes instructions on how to proceed and is also looking for some comments on the topic! "Where in Rodgers Forge do you think traffic calming measures are needed?

I have applied for the county to consider ways to slow traffic and increase safety along my street, Dunkirk Road. The neighborhood association can ask the county to study other streets, too. Resulting measures could be passive (periodic police enforcement, changeable sign displaying speed), standard (pavement markings, turn restrictions) or physical alterations such as speed humps or traffic chokers, such as at the intersection of Pinehurst and Dumbarton Roads.

Here’s how the process works:

1. A street must be mostly residential and 1,000 feet long and meet additional basic requirements.

2. The county monitors traffic volume and speed for a 48-hour period, assigning points based on average vehicle speed and the highest one-hour traffic volume.

3. The county studies the origin and destination of vehicles and assigns points based on the results.

4. Depending on the total points, the county selects and designs traffic calming measures at a passive, standard or physical level.

5. A community member then must get approval of 75 percent of residents along the street where improvements are proposed. If households immediately adjacent to proposed calming devices do not approve of the plan, it cannot go forward. (A speed hump, for example, could be relocated to another part of the block.)

6. Based on funding availability, construction can begin.

There are now speed humps on Dumbarton Road and part of Heathfield Road. Stevenson Lane does not qualify as a local street (but it does have a speed camera).

Baltimore County, Md. (March 4, 2011) - Baltimore County Police have arrested and charged three suspects in multiple thefts of car airbags and other auto parts in Baltimore County. The men are identified as:

On February 22, Baltimore County officers assigned to Precinct 4/Pikesville apprehended the three suspects when a citizen notified 911 of a theft in progress in the unit-block of Stonehenge Circle, 21208. Police investigation revealed that a burglary had been committed in the 9000-block of Brynmar Court, 21208. The suspects had broken into a garage and stripped an automobile of its doors, dash and airbag.

Regional Investigation

The investigation has expanded to include Prince Georges County, Howard County, Anne Arundel County and the Maryland State Police. Some of the recovered property has been linked to a string of thefts in Howard County, as well as parts stripped from stolen vehicles in Prince Georges County. The investigation has been turned over to the Regional Auto Theft Task Force.

The suspect, Christian Ariel Pujols-Martinez, has been released on $35,000 bail. The suspects, Maurico Antonio Majano and Dremmier Reinsoso-Silvestre, have both been released on $50,000 bail; however, both have been taken into custody by the Immigration and Customs Enforcement Agency.

Stolen UPS packages reported from Wiltondale COP:

I just wanted you to be aware that I have just found out about numerous UPS packages that have been stolen from front porches in Wiltondale. They all seem to have occurred on and after 2/22. Two from a residence on York Rd., one on Worcester, one on Yarmouth Rd and one on Sussex Rd. (on the 23rd).

M/B, 30’s, 6-0, 180, facial hair, black hooded sweatshirt, and a black aviation cap.

Councilman Marks to Attend March 9th RFC Meeting

In addition to BCPD Chief Johnson who was previously announced as attending, County Councilman David Marks of District 5 will be present to discuss traffic calming issues on Stevenson Lane as well as the board's initiative to start a "Safe Routes to School" program. Anyone interested in hearing the Councilman or Police Chief speak on these topics are welcome to join.

Meeting begins at 7pm and is located in the RFES "Cafetorium"

Councilmembers Bevins and Marks Announce Tax Return Workshop

Baltimore County Councilmembers Cathy Bevins and David Marks have set up a free workshop with the office of the Comptroller of Maryland to help with tax returns.
This free taxpayer assistance presentation has been scheduled for Monday, March 14th from 6:30 p.m. to 8:30 PM at the Loch Raven Library. The library is located at 1046 Taylor Avenue. The presentation will offer free advice from tax professionals about some of the most common errors in filing tax returns, changes to the tax code from last year, tips about filing online, as well as other general tax advice. There will be a question and answer session following the presentation.

The Search Committee for a new President at Towson University will meet with the community on Monday, March 14 at 6:30 p.m. in the Minnegan Room at Unitas Stadium. The committee will provide input on the criteria and qualifications for the next leader of Towson University. Volunteer Citizen Sought to Fill Vacancy On BCPS Ethics Review Panel

"TOWSON -- The Board of Education of Baltimore County is seeking an interested volunteer citizen to fill a vacancy on the Ethics Review Panel of the Baltimore County Public Schools.

The panel serves as an advisory body to the Board for purposes of interpreting its Ethics Code policies, issuing advisory opinions, and acting as a hearing examiner. The panel consists of five members appointed by the Board of Education of Baltimore County.

To be eligible for consideration for this vacancy, an applicant must be a U.S. citizen who is a resident of Baltimore County; at least 18 years of age; not hold or be a candidate for any elected or appointed office; not be an incumbent member of the Board, an employee, or the spouse of such person; and not be a registered lobbyist for any organization that may create a conflict of interest.

Applicants interested in being considered to serve as a member of the Ethics Review Panel should send a letter of interest no later than Friday, March 18, 2011, to Dr. Carol R. Batoff, Ombudsman/Administrative Liaison to the Ethics Review Panel, Baltimore County Public Schools, 6901 Charles Street, Towson, MD 21204.
