September 17: Commercial Burglary, 800 block of Dulaney Valley Road, 21286

At 1:40 a.m., two juveniles were observed jumping over the counter of The Great Cookie inside Towson Town Center. Mall security officers confronted the suspects, who fled on foot. Both suspects, two 16 year old males, were arrested by responding officers

Assault - BEECHWOOD AND ST. ALBANS

On the evening of Wednesday, 9/19 a member of the Idlewylde Community Association was walking home from the meeting when he was physically assaulted by four subjects upon their exiting a vehicle. The incident was documented as a First Degree Assault (a Felony) with the Victim receiving treatment at an area Hospital.

Officers and detectives from precinct 6 canvassed the neighborhood of the attack searching for the suspects and vehicle. Thursday morning, 9/20 officers were directed to a suspicious vehicle parked in the 900 block of Overbrook Rd.  Upon investigation this vehicle had been reported stolen to Baltimore City police a few weeks prior to this incident. Detectives observed the parked vehicle and when several subjects approached and entered it they were arrested. At the conclusion of the investigation it was determined that these individuals were the ones responsible for the assault of the victim thus they were charged. The victim was released from the Hospital following treatment and is recovering at home.

Several points we would like you to disseminate to your fellow residents:

* Anytime you observe criminal or suspected criminal activity please call 9-1-1 so that we can respond and investigate.

* In all neighborhoods properly lock and secure all property in and around your residence. This includes locking all vehicles and taking all keys out of the vehicle.

Through interviews of residents in the 900 block of Overbrook Rd it was learned that this vehicle had been parked on that street for quite some time, it was not recognized as belonging in the area but no one ever called the Police to have it checked out.  At the time of its reported theft the vehicle was left unlocked with the keys inside thus making it very easy to steal and operate.

If the vehicle owner had properly locked the vehicle and taken the keys out of the vehicle the vehicle would have been much harder to steal, let alone operate at that time or any time after.  Once the vehicle was seen as not belonging on Overbrook Road had an officer had been requested at that time a stolen vehicle would have been recovered and thus not used by those responsible for the assault on the evening of 9/19.

Along these same lines as Police we have seen a recent increase in property theft from motor vehicles parked in the area but not properly locked and secured. Through reports, investigations and arrests detectives have determined that groups of individuals are moving through neighborhoods along the York Rd and Loch Raven Blvd corridors trying car doors and every time they find an unlocked vehicle they are going in and removing anything that may have value. They are not forcing open or damaging any vehicles during these thefts thus any vehicles that are securely locked they are not bothering. They are looking for the easiest vehicles to enter and none are more so than those left unlocked or with windows open.

So please get the word out to please secure all property properly, lock your car doors and for that matter all sheds, garages or other out buildings on ones property. 

As Police we cannot guarantee that even by doing these things you will not be the victim of a crime but you at least make your property very hard to enter and remove thus reducing the probability of being a victim.  We all have an active role in reducing crime in Towson and by properly locking and securing all property you are taking a major step to that goal.  Notifying the Police when you see criminal or suspected criminal activity is another big step to that same goal.

September 15: First Degree Assault, Unit block of Dowling Circle, 21234

At 12:45 a.m., the victim was attending a party when she was shot with a pellet gun. The suspect is unknown and the victim was transported to the hospital with non life-threatening injuries.

September 14: Robbery, Hillsway Avenue and Solar Circle, 21234

Between 11 a.m. and 2 p.m., three suspects approached the victim and asked him for a cigarette. They assaulted the victim and took his wallet. The suspects are three black males, 17 to 20 years old.

September 11 to September 12: First Degree Burglary (Two Cases), Unit block of Dundas Court, 21234 and 1800 block of Dalhousie Court, 21234

Between 4 p.m. on September 11 and 8 a.m. on September 12, an unknown suspect broke into two laundry rooms at the Oakleigh Apartments. The suspect stole coins from the laundry room machines.

September 11: First Degree Burglary, 1000 block of Dulaney Valley Road, 21204

At 12:50 p.m., the victim left her dorm room open and when she returned, her laptop computer had been taken.

September 11 to September 13: First Degree Burglary, 7900 block of Oakleigh Road, 21234

Between 9:30 a.m. on September 11 and 12:30 p.m. on September 13, an unknown suspect entered the residence through unknown means and took electronics and jewelry.

September 11: Attempted First Degree Burglary, Unit block of Neptune Court, 21234

Between 7:30 a.m. and 11:30 p.m., an unknown suspect attempted to pry open the door to the residence. Nothing was taken

Mopeds and Motor Scooters – new law effective October 1, 2012:

HB J 491 SB 309 - Mopeds and Motor Scooters - Titling. Insurance, and Required Use of Protective Headgear was enacted into law and is effective October 1,2012. We appreciate the cooperative efforts of the Maryland State Police (MSP) in working with us to promote awareness of the new law among law enforcement and the motoring public.

This new Jaw requires three main components for operators of motor scooter and moped' mandatory ruling with a decal, mandatory insurance, and mandatory helmet use. In the interest of fames , MVA is requesting that MSP refrain from issuing citations with pena1ties (is using warning citations Is fine) for one component of the new law, failure to display a title decal for the first 30 day after the effective date. This will allow a reasonable opportunity to obtain a titling decal, through mail
or in person. Further, we would like to request your assistance in asking local law enforcement to provide the same courtesy. The other components of the law (helmet, insurance) can be enforced immediate1y.

MVA has worked diligently to implement and publicize these new requirements since the law was passed. Earlier in the summer, MVA representatives presented information on the new law to the MSP Cadets at the Police Academy in Sykesville.  MVA with MSP is also making the presentation available electronically to all law enforcement.  Already. MVA has done a number of media interviews on the issue. Our Joint media event with MSP and University of Maryland Police is set for September 24.

Further, MVA is developing a short video which will includeinformation on the new law that can be shared onlne and with interested partners. MVA officials have met with the Motorcycle Dealers Association who has also expressed an interest in helping to promote this law with efforts that include an informational mailing to their motor scooter customers. The communication plan also includes using social media, computer monitors in the branch office and the MVA website to disseminate information.
