County Executive Kamenetz:

The Greater Towson Council of Community Associations (GTCCA) continues to respectfully oppose Bill 65-11 Zoning Regulations – Signs. Our delegation, comprised of individuals elected from neighborhoods within the greater Towson community, has voted unanimously and requests that you immediately veto this piece of legislation.

Towson community leaders believe more time is needed to discuss this issue before allowing the owners of the newly rebuilt Towson City Center to not only erect multiple signs not previously permitted, but to allow three enormous 300 sq foot digital signs with up to 50% moveable type which could flash ads that will be visible from as far as Cockeysville and the Loch Raven Reservoir. Additionally, this bill could have the unintended consequence of similar signage on buildings throughout Towson.

Our organization submitted a formal letter and publicly testified against the legislation at the County Council's October 11 work session. We then proceeded to attend the County Council's formal vote on Monday, October 17. Despite our opposition the bill was passed. The entire life of the bill was less than one month. This bill will affect the Towson community and we deserve to have our opposition taken seriously.

We believe the current mechanism of requesting a variance when a property owner/developer wants zoning relief provides an important opportunity for the community to review and evaluate each project on its own merits. This bill would provide blanket relief for all buildings that meet the requirements. We understand that the impetus for this bill was the need for zoning relief by one specific project and we are uncomfortable with wide-ranging legislation being enacted to benefit one project.

The GTCCA has been actively involved in revitalization efforts in Towson but we want to retain the ability to weigh in on specific projects when/if they seek zoning relief. If you are to sign this bill into law, you have effectively disenfranchised the very people that will patronize a revitalized downtown Towson. We are open to working with the owners of this building, and any other building in Towson, on variance requests to help spur redevelopment and improve the vitality of the core of Towson.

For these reasons, we respectfully request that you veto this bill. Thank you.

Police Seek Man Who Robbed Two M&T Banks

Man sought in two armed robberies at M&T Banks.Man sought in two armed robberies at M&T Banks.Baltimore County, Md. (October 24, 2011) - Baltimore County Police are asking for the public’s help in identifying the man responsible for two armed robberies at M&T Banks in Precinct 6/Towson this month.

On October 13 at approximately 12:11 p.m., a man entered the M&T Bank in the 6800-block of Loch Raven Boulevard, 21234. He passed the teller a note implying that he had a weapon, and demanded money. He fled the area on foot with an undisclosed amount of money.

On October 18 at approximately 11:45 a.m., the same man entered the M&T Bank in the 1000-block of York Road, 21204. He approached a teller station, again passed a note indicating that he had a weapon, and demanded money. He fled with an undisclosed amount of money.

The suspect is described as a black male, approximately 20 to 30 years old, 5’8” tall, 170 pounds, with brown eyes, and a medium complexion.

Anyone with information about the identity or whereabouts of the suspect is asked to call Baltimore County Police at 410-307-2020 or Metro Crime Stoppers at 1-866-7-LOCKUP (1-866-756-2587). Taken From an email that is circulating around the web, but very good points made and worth the read:

Not all thieves are stupid.

This gives us something to think about with all our new electronic Technology GPS

A couple of weeks ago a friend told me that someone she knew had their car broken into while they were at a football game. Their car was parked on the green which was adjacent to the football stadium and specially allotted to football fans. Things stolen from the car included a garage door remote control, some money and a GPS which had been prominently mounted on the dashboard. When the victims got home, they found that their house had been ransacked and just about everything worth anything had been stolen. The thieves had used the GPS to guide them to the house. They then used the garage remote control to open the garage door and gain entry to the house. The thieves knew the owners were at the football game, they knew what time the game was scheduled to finish and so they knew how much time they had to clean out the house. It would appear that they had brought a truck to empty the house of its contents.

Something to consider if you have a GPS - don't put your home address in it.. Put a nearby address (like a store or gas station) so you can still find your way home if you need to, but no one else would know where you live if your GPS were stolen.

MOBILE PHONES

I never thought of this.......

This lady has now changed her habit of how she lists her names on her mobile phone after her handbag was stolen. Her handbag, which contained her cell phone, credit card, wallet... Etc...was stolen. 20 minutes later when she called her hubby, from a pay phone telling him what had happened, hubby says 'I received your text asking about our Pin number and I've replied a little while ago .' When they rushed down to the bank, the bank staff told them all the money was already withdrawn. The thief had actually used the stolen cell phone to text 'hubby' in the contact list and got hold of the pin number. Within 20 minutes he had withdrawn all the money from their bank account.

Moral of the lesson: Do not disclose the relationship between you and the people in your contact list.

Avoid using names like Home, Honey, Hubby, Sweetheart, Dad, Mom, etc....And very importantly, when sensitive info is being asked through texts, CONFIRM by calling back. Also, when you're being texted by friends or family to meet them somewhere, be sure to call back to confirm that the message came from them. If you don't reach them, be very careful about going places to meet 'family and friends' who text you..

Cool Kids Campaign Hosting a Casino Night & Poker Tournament

The Cool Kids Campaign is a Towson-based non-profit organization that seeks to improve the lives of children living with a cancer diagnosis. Their programs focus on several different areas, but their biggest project to date recently opened this fall. As you can imagine, children going through chemotherapy spend many weeks outside of school and away from their friends. The Cool Kids Campaign Learning Center will address both the academic and social implications of the disease through free tutoring and social programs for the kids.

On Saturday, November 12th, the Cool Kids Campaign is turning Six Years Old!

RFCOP Crime Update Week of October 10th - 16th

Halloween is coming and also the Pumpkin Patrol:

The Citizens on Patrol wishes you all a safe weekend. We will be patrolling the Forge in hopes of discouraging mischief night and Halloween night vandalism. Please if you see anything suspicious do not hesitate to call the police. Baltimore County Police and all of Towson communities are banding together to coordinate patrols for all communities. RFCOP is also implementing a schedule of patrols for the weekend by Rodgers Forge COP members.

Halloween Safety Tips - From PCPD

Don't Be Afraid Of Halloween. Just Be Aware.

You don't need to be scared of the ghosts and goblins that come to your house this Halloween, just cautious. The Baltimore County Police Department suggests a few precautions this year before you open your door.

It may seem easier to leave your front door open with only the storm door closed, but please don't. Storm doors were not meant to act as deterrents to thieves and robbers. Keep your main door locked and don't open it until you've looked through a window or the door's peephole. Open your door to only those children and adults you know and recognize.

The Department advises trick-or-treaters to be aware of their surroundings as well. Visit only those neighbors who are familiar to you. Remind children not to eat goodies before they get home. When they do arrive home, parents need to check the contents of their children's bags. Look for such things as unwrapped candy, loose pieces of candy, and fruit. When checking candy wrappers, look for unusual markings or bumps and bulges. These could be signs of tampering. Throw away all unwrapped goodies. If something appears suspicious, err on the side of caution and get rid of it.

Some other suggestions

* Adults should accompany young children, and older kids should travel in groups.

* Obey all traffic laws. Walk on sidewalks whenever possible and cross at crosswalks or corners. Never cross between parked cars.

* Do not go into any vehicles or homes while trick-or-treating. Wait outside for treats.

* Respect other people's property. Don't destroy it.

* Stay in your own neighborhood.

* Parents, make sure masks have large holes for the eyes. It is easy for little ones to trip and fall on a dark night. If possible, use make-up instead of a mask. Give children flashlights to carry with them. Flashlights or battery-powered Halloween torches or lamps enable them to see better. It also makes it easier for others, especially motorists, to see them.

Baltimore County Police hope everyone will have a safe and fun Halloween.

Take Away The Fun Of "Moving Night"

Baltimore's tradition of "Moving Night," October 30, is not something that everyone cherishes. For those not familiar with the term "Moving Night," it began years ago as a series of pranks, but it is now just another reason for thieves to steal outdoor furniture and anything else that isn't nailed down. Don't become a statistic, play it safe and follow a few easy steps.

* Leave all outside lights on overnight. Check and replace all burned out bulbs. Remember that the sun sets earlier now.* Trim back all shrubs and trees for maximum visibility for inside and outside viewing.

* Place all outdoor furniture, barbecue grills and other outdoor items in a locked garage, shed or basement. If these are not viable options, use a chain and lock and attach it to a fence, pole or railing.

* Network with neighbors. Keep an eye on each other's property. It is easier to keep track on neighborhood activities if there are more eyes keeping watch.

* Contact the local Citizens on Patrol group. Ask if there are some special plans for this evening. You might be able to assist the group by watching for any strange activity that might occur on your street.

* Let the local precinct know of any suspicious or criminal activities from years past that might affect your street this year.

* Call 911 if you see anything suspicious or anyone acting suspicious. When you talk to the dispatcher, explain why you think the activity looks strange. Remember that a group of teenagers is not always looking for trouble.

* Lock all vehicles and remove all valuables.

St. Pius X To Hold Bull and Oyster Sat. 11/12

ST. PIUS X TO HOLD BULL & OYSTER ROAST

RFCOP Crime Update Week of October 3rd - 9th

From R.F.C.O.P. – looking for a few good patrollers:

The Rodgers Forge Citizens on Patrol are proud of our neighborhood and the increase of awareness in our community. We have enjoyed a decrease in crime and an increase in notifying police of suspicious activity by you, the residents of the Forge!! Our motto “Light On, Lock Up, Look Out” has been increasingly practiced over the past 2 years with a major decrease in high profile crimes – 1st degree burglaries in the forge. Nineteen reported in 2009, eleven in 2010, and only three so far in 2011. Bike thefts have become our latest major issue and police are increasing their search for the people responsible. To continue this trend we are always in need of volunteers to help patrol the Forge. If you can only give 1 hour a month, every two weeks, anything that fits into your schedule. We are looking for extra patrollers for our Halloween “Pumpkin Patrol” this year. We have developed an introductory orientation that can be done at your convenience to explain what patrolling is all about. RFCOP Crime Update Week of September 26th - October 2nd

Correction to a 1st degree burglary originally reported in the Forge:

The 1st degree burglary on 9/8/11 that was listed as occurring on Overbrook has been confirmed as not happening in Rodgers Forge. Both Spot Crime & the Baltimore Sun Crime reports erred by placing an incident from the Wilkens precinct into our precinct. The case number is 112511320.

The following is from one of our patrollers:

I was going through reports from the last few years and I'm happy to report some great news. Hopefully, I'm not jinxing anything by posting this now but here is an update on 1st degree burglaries that have occurred at residential homes in Rodgers Forge the past 3 years from January through September.

2009 – 9, 2010 – 6, 2011 – 3 (this includes removing the incorrect listing on 9/8/11)

This downward trend is great news.

· By the end of 2009, there were 19 residential break-ins – 10 October through December

· By the end of 2010, there were 11 break-ins – 5 October through December

The trend those past 2 years had a majority of the break-ins occurring after June. Hopefully, we won't see a repeat of that this year.
