Storm Update: Dumpster Locations for Yard Debris

Attached is a press release from the County Executive's office which describes the locations where you can take yard debris.
I understand BGE restored power yesterday to western Perry Hall near Hines Road and to eastern Perry Hall near Richlyn Drive. The main areas without power in the Fifth District are (I believe) Glenside Farms in Perry Hall, a part of Loch Raven Village, much of Rodgers Forge, and northern Perry Hall east of Gunpowder Elementary School. I would like to thank the BGE and out-of-state personnel working hard to restore power, and the county personnel working on debris removal.

Kamenetz Announces Dumpster Locations for Irene Cleanup

Reminds Citizens About Residential Drop-Off Sites

Towson, MD (August 30, 2011) - Baltimore County Executive Kevin Kamenetz announced locations of dumpsters to receive yard waste caused by Hurricane Irene that will be placed at career fire stations across Baltimore County beginning Monday, September 5. The dumpsters will remain in place for at least one week, and the program will be evaluated at the end of the week depending upon need.

Baltimore County's Department of Public Works encourages citizens to use the three residential drop-off facilities that the County has available to regularly accept yard waste. These facilities also accept other debris that will not be accepted at the neighborhood dumpsters. Those facilities are located at:

Citizens may also place storm-related yard waste in small bundles or bags and put it out on the curb on their regular yard-waste collection day. The dumpsters will be available for residents who will still need to dispose of additional yard waste. Residents are encouraged to follow the same guidelines for disposal in the dumpsters by placing the waste in small bundles or bags.

"I realize that many of our residents will be able to dispose of the yard waste from the storm before Monday, but for those that still need assistance I hope our residential drop-off sites and these dumpsters will make their jobs easier," said Baltimore County Executive Kamenetz. "The citizens of Baltimore County have shown amazing patience during this recovery period, and I want to do everything that we can to help them clean up."

"I know that people in eastern Baltimore County will make good use of our drop-off centers and these additional dumpsters," said Council Chair John Olszewski, Sr. "It makes you feel good when government can help people during hard times."

Tonights RFC Meeting is CANCELLED

Due to the lingering power outages and not being able to use RFES, this meeting has been cancelled.

RFC is currently inquiring with Councilman Marks and Chief of Baltimore County Bureau of Code Inspection & Enforcement Lionel Van Dommellen to see if they are able to attend our September meeting which is our annual meeting of the association (in which all residents are encouraged to attend).

If they are able to attend they can comment on the upcoming code enforcement sweep that will have occurred by that date.

Storm Aftermath - Power Outages, Fallen Trees, Traffic Problems

I know that there are many residents still dealing with the impact of Hurricane Irene. My office has passed along to BGE the many complaints about power outages throughout the Fifth District, including large portions of Towson, Perry Hall, and White Marsh.
The phone number to report power outages and downed wires is 1-877-778-2222. Do not assume your neighbor has already done so.
The phone number to call to report fallen trees on county roadways is 410-887-3560. The attached list identifies streets we know of that are closed. BGE must address these issues because of the power lines involved. They have told the county they are waiting on tree companies and available BGE workers to remedy the situation.
Some streets remain without power. As an example, as of this morning, you should avoid York Road in central Towson, from Towson University to the circle, where traffic signals remain down.
Yesterday, I drove throughout the district and called many community leaders. I know the County Executive has done the same. I am sorry for the continued inconvenience, but am also thankful to the many workers and public safety professionals working to restore order following this storm.

Code Enforcement Sweep Postponed 2 weeks till Week of September 12th

Due to Hurricane Irene, County resources are spread thin for the next couple weeks. Because of this the planned Code Enforcement Sweep (http://rodgersforgecommunity.blogspot.com/2011/07/baltimore-county-code-enforcement.html) will still occur just delayed until the week of September 12th.

Councilman Marks still plans to attend our meeting on Wednesday which is scheduled to be at RFES pending their power turned back on. We will update via this blog if there is a location change.

Curb and Gutter and Road Resurfacing Work Planned to Continue in Forge

I have received some questions about road projects that may be underway this year in Rodgers Forge. This year, the county will complete curb and gutter work on Blenheim, Gaywood, Midhurst, and Pinehurst Roads. Upon completion of this project, resurfacing will begin on Blenheim, Dunkirk, Gaywood, part of Heathfield, Midhurst, Murdock and Pinehurst Roads.
I've asked when the work will occur, but the Department of Public Works can't give me a specific date because the work depends when similar projects are completed around the county.

Towson Students To Arrive This Weekend

Dear Members of the Greater Towson Community:

Towson University will welcome new and returning students to campus this weekend. Welcome to Towson New Student Orientation begins on Saturday, August 27th with freshmen campus move-in scheduled to start at 9 a.m. Returning students will be permitted to begin campus move-in on Sunday and Monday. A full schedule of all events is available on the TU website under the Life@TU link.

We expect minimal to no disruption from these campus events to the surrounding community, but please do not hesitate to contact TU Police (410-704-2133) for immediate attention to noise disruptions on campus over the weekend.

On a side note: Towson University is obviously tracking the path of Hurricane Irene, and strongly encouraged students and parents to monitor weather forecasts and use good judgment in deciding whether to move back Sunday or delay return until Monday or Tuesday.

Also occurring on campus this weekend: The Governor’s Redistricting Planning Hearing, Saturday, August 27, 2011, 2 p.m. Parking will be reserved to the Glen garage, but heavy traffic should be expected along York Road before and after the event.

Towson University will also begin its annual grant with the Baltimore County Police Department this weekend for additional off-duty police patrols in the surrounding communities and continue them every weekend until Halloween. 2011 Towson University Football Fireworks Schedule

Dear Neighbors:

For the first-time this fall, Towson University Athletics will use low-lying fireworks to introduce the entrance of the Football Team to Johnny Unitas Stadium at the beginning of each home game. The fireworks that will be used are the same type that are used in the indoor arenas and athletic facilities in downtown Baltimore and should be of minimal disruption to the community. Below you will find a proposed schedule and time of the fireworks. There will be one demonstration scheduled for Thursday, August 25, 2011 as well. Dogs on Dumbarton Middle and Elementary Property

From Sgt. Fink, 6th precinct - B.C.P.D. – a message to the Rodgers Forge Community

Good Day, Please get the word out to the residents of the Rodgers Forge Community, especially those who own dogs that between the Officers of Towson Precinct and the Animal Control Office for Baltimore County we will be stepping up enforcement of the "Leash Laws" and "School Grounds" due to complaints received from those who use the athletic fields between Rodgers Forge Elementary School and Dumbarton Middle School. We understand this has long been an issue on these fields however people were not complaining to us in the past whereas now they are, with both calls to our 911 Center and Animal Control plus letters to Police Headquarters. At issue are safety and health concerns, persons utilizing the fields-both adults and juveniles-do not know how friendly or dangerous some of these dogs may be as they're void of direct owner control via the leash and when these dogs relieve themselves the owners are not right there to clean up and thus feces are left on the grounds creating unhealthy conditions for those playing on the fields. Pet Owners need to have their pets on leashes when outside their homes, they cannot have their pets roaming areas that are posted "No Pets" or "No Dogs" and they need to pick up after their pets when they relieve themselves. Failure to abide to these laws can result in Citations, Court appearances and fines.

Towson Roundabout Closure/Detours August 21 and 28 (Sundays)

The State Highway Administration plans to close the Towson Roundabout to all traffic Sunday, August 21 and Sunday, August 28 to allow crews to mill and resurface all pavement within the roundabout. The pavement work is part of SHA's $632,000 project to improve safety and traffic operations at the roundabout.
Towson Roundabout Closure Schedule:
12:01 a.m. Sunday, August 21 until 5 a.m. Monday August 22 - milling
12:01 a.m. Sunday, August 28 until 5 a.m. Monday August 29 - paving
Variable message signs and detour signs will be posted on the streets approaching the Towson Roundabout: MD 45 (York Road); MD 146 (Dulaney Valley Road), Joppa Road and Allegheny Avenue.
SHA encourages motorists traveling on York Road between I-695 and Baltimore City to plan for extra travel time and to use the Towson Bypass (Bosley Avenue/West Burke Avenue) or MD 139 (Charles Street) for through trips. Maryland Transit Administration bus riders should also plan for extra travel time and bus route diversions during the roundabout closure. In case of inclement weather, the Towson Roundabout pavement work will be done on the next possible Sunday after the Labor Day holiday weekend (Sunday, September 11 or Sunday, September 18) with detours in effect.

Police Offer Back-To-School Safety Tips

Hard to believe but it's true, the beginning of school is upon us. The Baltimore County Police Department is reminding all drivers to stop when the lights on school buses are flashing.

Maryland law states that vehicles must come to a complete stop on both sides of the street if there is no physical divider or barrier. Drivers who pass the bus before all lights have ceased flashing may face the following consequences:

  • Drivers who pass school buses while the lights are flashing will receive a citation that carries a maximum payable fine of $570 and a 3-point penalty.
  • Drivers who stop but then proceed while the lights are flashing will receive a citation that carries a maximum payable fine of $570 and a 2-point penalty.

Children are not always aware of their surroundings and assume that drivers will stop for them. Youngsters also dart into the road without looking first for traffic. Allow room for the frequent stops that happen during the morning pick up and the afternoon drop off.

Maryland's future is in its children so let's protect them.

Load Up The Kids - And Lock Up The House

Here's an important back-to-school reminder: before you walk or load the kids up for the drive to the bus stop or school, lock your doors. Those few minutes that you are away from home can be the perfect morning stop for a burglar. It may seem overly cautious to lock windows and doors when leaving for such a short time period, but the time spent doing this can deter a burglar and prevent some major problems later.

The Baltimore County Police Department suggests that everyone establish the habit of basic security when leaving the house in the morning. Parents or daycare providers could make the procedure a learning experience for the children. Many people have a morning checklist to make things simpler during that early morning rush hour. Why not add a security checklist to your morning routine? Depending on the age or ages of the children, let them help you get out of the house by giving them a task that relates to their security.

Older children should check and lock the windows, while the younger ones can see if the doors are locked behind you when you leave.

When you are on the way to and from school, keep watch on what is going on in your neighborhood. Look for strangers who seem to be lurking on the sidewalk, with no real purpose. Watch for cars driving slowly through the neighborhood. They might be sizing up potential targets. If you are concerned, dial 911 as soon as you return home, or on your cell phone if you have one. Try to provide a basic description of the individual or car that worries you. It will help police if they have this information.

Do not think that burglars work only at night, in the dark. They are opportunists, and will look for likely targets at any time of the day. In fact, many burglars strike during daylight hours when they believe all the occupants of a house may be at school or work. Make their life harder by taking these basic crime prevention measures.

Educate Your Children About School Safety

Baltimore County Police are reminding parents/guardians and children about back-to-school safety. Officers are routinely trained in child safety and missing children investigations. With the start of the new school year, they are sharing this information with parents.

Although the Police Department educates children in school on stranger danger, learning about community helpers, and several other child safety topics, parents can also help. The following tips are just a few suggestions:

  • Be aware of putting your child's name on anything that is readily visible. This might allow an abductor to get on a "first name" basis with your child and develop a sense of trust.
  • Walk the route to and from school with your children, pointing out safe places to go if they are being followed or need help.
  • Talk to your children about strangers approaching them and some of the ploys they might use. Stress to them that adults shouldn't need a child's help to find a puppy or get directions; they should ask another adult for that information.
  • Teach your children that it is okay to say NO - tell them to trust their instincts.
  • Remind your children to never give the impression they are home alone if strangers telephone or come to the door. Never open the door for a stranger, and teach them about dialing 911.

Baltimore County Police Advise Public to Beware of Phone Scams

Suspects are Soliciting Money for Alleged Unpaid Property Tax Bills

Baltimore County, Md. (August 4, 2011) - The Baltimore County Police Department is warning citizens, especially senior citizens, about a phone scam involving delinquent taxes.

This week, a county resident contacted Baltimore County’s Office of Budget and Finance to report a phone call from an unknown person claiming that the resident’s annual property taxes are unpaid and delinquent. Just last spring, a number of people, contacted the county with the same scenario. All said the caller demanded additional funds be mailed to them immediately, or the caller would dispatch a sheriff to the home to collect the money. In at least one case, the caller asked a senior citizen for banking information (account and routing numbers).

Take Precautions

  • Never give out personal or banking information over the phone.
  • Attempt to verify the identity of unknown callers, and if possible obtain a callback number. Remember, the phone number could be linked to a fraudulent location.
  • Never mail currency or checks to an unknown business or person(s).
  • Alert a close family member/friend and call police if the call appears suspicious.
  • Call the Baltimore County Taxpayer Services Section at 410-887-2404 for questions about property taxes.

Upcoming Closure of Cromwell Bridge Road Sat. 8/13/2011

I wanted to let you know of a road closure in the Parkville/Towson area. BGE will be removing two trees along Cromwell Bridge Road that have been deemed hazardous to the road and to BGE facilities. In order to effectively facilitate their removal, BGE will need to use a crane. Because of the width of the crane and the size of the working area, the road will be fully closed during the time the crane will be in operation.
As a result, Cromwell Bridge Road between Oakleigh Road and Satyr Hill Road will be closed on Saturday, August 13th. If heavy rain precludes working on the 13th, August 14th will be used as a back-up day. My understanding is that the work will begin at 9 a.m., and wrap-up by 4 p.m. Signs will be posted a few days before the closure.
I'm sorry for the inconvenience, but wanted to let you know about this as soon as I found out about it.

Identity Theft Can Be Easy If You Let It

A few weeks ago, the Rodgers Forge C.O.P. provided an extensive report explaining about identity theft and how to prevent it. Well, sometimes, identity theft can be easy if you let it.

Our resident overnight foot patroller, was making his rounds on Monday July 25 when he came across a piece of trash outside the Midstate Professional Building on York Road. This piece of trash could have cost someone their identity. The piece of trash that he found was an application for a taxi cab driver's license. The application contained all the valuable information anyone could use to steal one's identity. Name, address, DOB, driver's license number & SSN were all on the application.

The patroller called the non-emergency number to report the found property. Officer Heyman came to retrieve the application. Officer Heyman was going to try & contact the individual and/or the cab company. The incident # for the report is # 112060170.

As our days darken sooner, this may serve as a timely reminder. The theft of valuables from a vehicle and the theft of the vehicle itself can happen at any place and any time. Thieves will break into any vehicle if they think there is something of value to be stolen. Valuables left in plain view include cell phones, GPS, CD's, cash, purses, etc. Theft from auto and auto theft can be prevented by following some basic crime prevention tips:

- Always lock your car doors and close your windows completely.
- Always park in well-lit areas or in garages.
- Never leave your car running.
- Do not leave valuables in plain view, no matter where you park. Hide them under a covering or lock them in your trunk or bring them into the house at night.
- When transporting valuables, place them in the trunk before you get to your destination. Don't transfer them while at the parking space.
- Mark valuables with a state ID number to increase chances of having property returned if it is stolen. Record the make, model and serial number of these items and keep the list at home.
- If using valet service, leave only the ignition key with the attendant.
- If residential parking consists of driveway and/or curbside parking, consider security lighting from dusk to dawn as an inexpensive crime prevention method.

On a related note, residents are now reporting theft from vehicles of work people in the area. An example is theft of a leaf blower from a truck. You may want to tell your service people to lock up and not keep extra things in their trucks, if possible.

Call 911 immediately to report a theft or suspicious activity (persons or vehicles). Provide police with a description of the suspects and their vehicle if it is known or observed.
