May 28: Attempted Murder, Loch Raven Boulevard and Loch Bend Drive, 21234

At 2:45 a.m., the victim was standing on Loch Raven Boulevard near the Welcome Inn when a vehicle with multiple people approached. The passenger, a black male, fired out the window of the car, striking the victim. The victim was transported to the hospital, and is currently listed in critical but stable condition.

May 26: First Degree Assault – Gun, White Oak Avenue and Oakleigh Road, 21234

At 2:30 p.m., a man pointed a gun at two victims while they sat in a vehicle. The suspect was located nearby and found to be in possession of a weapon. Terrence Cassidy, 22, of the 1600 block of Yakona Road, 21286 was arrested and charged with assault and weapons violations.

May 24: Armed Robbery, Loch Raven Boulevard and Sayward Avenue, 21234

At 10:27 p.m., two suspects approached the victim, assaulted her, and took her hoodie and cell phone. The suspects were located and arrested. Cierra Stepney, 17, of the 800 block of Bethume Road, 21225 was charged with armed robbery, robbery, assault and theft. Keyaira Summers, 23, was arrested and charged with assault.

May 24: Possible Sex Offense, unit block of York Road, 21204

At 4:52 a.m., officers responded to the home for a report of a possible sexual assault. Detectives are asking anyone who may have seen a black male, in his 30s, bald, approximately 5’10” to 6’2” tall, with a medium build to please call 410-307-2020.

May 23: First Degree Burglary, 6600 block of Glenbarr Court, 21234

Between 2:30 and 3:45 a.m., an unknown suspect entered the apartment through an opened window after attempting to pry the screen door. Money was taken.

May 22: First Degree Burglary, 700 block of York Road, 21286

Between 4:30 and 11:45 p.m., an unknown suspect forced open the front door of the apartment and removed money, jewelry and clothing.

May 21: Armed Robbery – Gun, 8100 block of LaSalle Road, 21286

At 1:10 p.m., three suspects approached the victims and two suspects displayed handguns. The suspect demanded personal property, and fled on foot with electronics. The suspects are described as three black males, 17 to 20 years old. One suspect has a scar above his left eye.

Weekend Work 6/2 at Tiger Arena

"Our contractors are taking advantage of decreased campus traffic and  warm, dry weather this summer to keep the schedule for Tiger Arena moving forward as quickly as possible for the Spring 2013 opening.

I have received another notification of Weekend work for this Saturday, June 2 between 7 am and 2 pm. Gilbane will be installing structural steel at the infill area on the south side of the building. We are told this work should not cause any excessive noise or disturbance to the university campus or the surrounding neighborhood.

RFCA Summer Meetings

Typically the board does not conduct regular meetings during the summer so please adjust your schedules accordingly should you plan to attend during June, July or August.

In lieu of the June meeting the board will be having a closed educational session with local experts to discuss covenants and restrictions so that down the road all boards members are informed of this process and exactly how it works and pertains to homes in the Forge.

The next regular meeting will be August 1st, 7pm at the RFES cafeteria. There will not be any meeting in July.

In September the board will resume its regular open meeting schedule on the 2nd Wednesday of every month, 7pm at the RFES cafeteria.

RFCOP Crime Update Week of May 14th - 20th

Precinct 12/North Point Man Charged With Impersonating a Police Officer

Baltimore County, Md. (May 22, 2012) - Donald James Church Jr., 31, of the unit block of Sollers Point Road, 21222 was recently charged with impersonating a Baltimore County police officer in St. Mary’s County. Detectives are concerned that the suspect may have engaged in similar behavior here in Baltimore County, and are asking anyone who may have encountered Donald Church while he was impersonating an officer to report the incident.

Police Paraphernalia

Working with investigators from St. Mary’s County, detectives learned that Donald Church claimed to be a Baltimore County Police Officer from the Narcotics Unit and Precinct 12/North Point. On May 15, officers served a search warrant on his home and recovered police paraphernalia including a badge, a realistic looking toy gun, and imitation police reports that he had written. Witnesses also told investigators that Donald Church has been seen wearing what appeared to be a handgun and a holster out in public while displaying a badge around his neck.

May 20: Attempted Burglary, unit block of Dowling Circle, 21234

At 12:27 a.m., a black female, 25 to 30 years old with black braided hair tried to force open the front door of the apartment. Entry was not gained.

May 19: Armed Robbery – Gun, 6000 block of Falls Road, 21209

At 1:25 a.m., a black male wearing a mask entered the Royal Farm Store and pointed a gun at the employee. The suspect fled north on Falls Road on foot after taking money and cigarettes.

May 18: Robbery, York Road and Towsontown Boulevard, 21204

At 2:20 a.m., a man and woman were walking in the area when a suspect took the man’s wallet and fled to a vehicle occupied by three other men. The suspect took the money out of the wallet and threw the wallet back to the victim. Responding officers were able to locate and stop the vehicle. Joshua Caroline, 18, Demetrik Price, 20, Pierre Foster, 19, and Jeremy Hall, 19, were arrested and charged with robbery and assault.

May 16-17: Commercial Burglaries (two businesses), 6300 block of York Road, 21212

Between 11 p.m. on May 16 and 4 a.m. on May 17, an unknown suspect broke the front glass windows of China Wok and Fortunato’s Pizza to enter the business. Money was taken from both businesses.

May 15: First Degree Assault, 6800 block of Collinsdale Road, 21234

At 9:30 p.m., two victims were walking when three suspects approached in a black vehicle and demanded property. The victims ignored the suspects and kept walking. The suspects drove off, and then returned with the vehicle lights off. The suspects struck one of the victims with their car, and then checked the victim’s pockets for property. One of the other suspects tackled the second victim and took an unknown item from the victim’s pants pocket.

May 15: Robbery, 8400 block of Oakleigh Road, 21234

At 7:20 p.m., a man assaulted the victim over a debt. The suspect then stole the victim’s cell phone. Police responded and arrested Timothy Scott Lester, 23, of the 5800 block of Bland Avenue, 21215. He was charged with robbery, assault, and theft.

Holiday Trash Schedule Reminder

Due to the Memorial Day holiday, neither trash nor recyclable materials

will be collected. Those residents whose trash collection day is regularly

on Monday will have their trash collected on Tuesday May 29. Those residents

whose recyclable materials collection day is regularly on Monday are asked

to NOT place their recyclables out for collection until the following Monday June 4.

STATE HIGHWAY ADMINISTRATION IMPROVES YORK ROAD IN TOWSON

Crews Prepare to Repair and Resurface York Road Between Towsontown Boulevard and Stevenson Lane

(May 18, 2012) - The Maryland State Highway Administration (SHA) recently began a new $1 million resurfacing project to improve safety and traffic operations along one mile of MD 45 (York Road) between Towsontown Boulevard and Stevenson Lane in Towson.

Crews are upgrading sections of curb, gutter, sidewalk and ramps to meet current Americans with Disabilities Act (ADA) standards; cleaning and repairing inlets and drainage pipes; and installing underground and overhead traffic detectors at intersections where needed.  Later this  summer crews will patch, grind and resurface this section of York Road.

SHA will shift traffic and close a lane along York Road during construction to ensure the safety of travelers and construction crews.  Single lane closures and traffic pattern shifts may occur at any time on York Road between Stevenson Lane and Cross Campus Drive.  SHA will notify motorists in advance of closures and traffic shifts.

The state's contractor for the York Road project is American Infrastructure of Fallston. Stay alert and look for reduced speed limits, narrow driving lanes and highway workers.  Slow down and don't follow too closely.   Safer driving and safer work zones benefit everyone.

 

Innagural Tree Rodgers Forge Event a Success

"On this beautiful day (May 17), the crew from Blue Water Baltimore (BWB) arrived to deliver and plant the street trees that were requested by nine residents in the first round of a continuing program to restore and enhance the tree canopy in Rodgers Forge.  Debra Lenik, Darin Crew (with hat), and Walker Cammack dug and shoveled, and planted the six trees for those who requested and paid $50 for that service.  Three other residents received trees that they will plant themselves.  The trees and gator bags were provided free by BWB through a grant from the Chesapeake Bay Trust which is funded primarily by a check off on income tax forms and sales of Chesapeake Bay license tags.  Residents agreed to water the trees regularly, and report periodically to BWB on the condition of the trees.

 

Several residents have already expressed interest in receiving trees for the Fall round of planting.  Any owners interested in trees in the Fall should email Larry Fogelson at fogie@mindspring.com.  One of the requirements to qualify for this program is that the trees must be planted within the County rights-of-way in front of each house.  Not every home in Rodgers Forge has a right-of-way and; the Tree Rodgers Forge Committee has maps that will help to determine eligibility.  The Committee will be looking into other programs that may provide discounts for trees for owners that wish to obtain and plant on other parts of their properties.

RFCOP Crime Update Week of May 7th - 13th

RFCOP Plea for Assistance:

As you can see from all the items highlighted in red under the Crime Blotter, Baltimore Sun paper crime incident notifications, and the Spot Crime Report there has been a high volume of incidents in the Forge this past week.  With summer comes an even higher volume of crime in all areas.  Please note the two burglaries under the crime blotter highlighted in red,  “UNLOCKED” garages.  Have you checked to make sure you garage is locked, your shed locked, your home and automobiles?  Crime is mostly by opportunity.  We have seen a down trend in crime in our area, in fact no first degree burglaries in over a year!!  We all as a community need to remember to take those few extra steps to keep our property, homes and families safe.  It is less time than it will take you to try and recover or replace what was stolen.  PLEASE  “LIGHTS ON, LOCK UP, LOOK OUT”.

May 13: First Degree Burglary, 1700 block of Ryewood Road, 21234

Between 3 and 4:37 p.m., a known suspect was arrested after entering the victim's home through a window. The suspect was inside the victim's home when the victim arrived home. Nothing was taken.

May 12: First Degree Burglary, 1000 block of Dulaney Valley Road, 21286

Between 7 and 7:45 p.m., two black females stole electronics, a backpack and a wallet from the victim's apartment. The victim chased the suspects and was able to retrieve his property. The victim's car was damaged when the suspects fled.

May 11-12: Second Degree Burglary, 100 block of Dunkirk Road, 21212

Between 8 p.m. on May 11 and 9 a.m. on May 12, an unknown suspect entered the victim’s unlocked garage and stole two bicycles.

May 10: Fourth Degree Burglary, 800 block of Tred Avon Road, 21212

At 8 p.m., a man observed three teenagers enter his car, which was parked in his driveway. He called the police, and three juveniles (males, ages 17, 14, and 13) were arrested and charged with burglary.

May 9: First Degree Burglary, 6900 block of Donachie Road, 21239

Between 5 and 7 p.m., an unknown suspect forced open the victim’s apartment door and stole electronics, money, and identification cards.

May 9: Home Invasion Robbery – Gun, unit block of Solar Circle, 21234

At 12:27 a.m., two suspects, one armed with a handgun, entered the victim’s apartment and made him stay in the bathroom while they searched his home. They stole electronics and the victim’s wallet. Both suspects are described as black males, 19 to 20 years old.

At 8:16 p.m., two suspects entered an unlocked, detached garage and stole a deflated basketball. The suspects are described as two black males riding bikes.

Chief Johnson Creates Region’s First Metals Theft Team

Baltimore County, Md. (May 15, 2012) - Baltimore County Police Chief James Johnson has created the region’s first law enforcement team dedicated to the growing problem of metals theft.
While the theft of copper, steel, aluminum and other metals accounted only for 4.3 percent of thefts in the County in 2011, the number of metals thefts has more than tripled since 2009, at a time when overall thefts decreased by 7.4 percent.
Copper is a favorite target because the price has skyrocketed. Since 2009 copper thefts have increased by more than 450 percent; as a percentage of all metals thefts, it has almost doubled.
Chief Johnson explained the scope of the problem and the strategy behind the new metals theft team yesterday morning at a press briefing at BGE’s White Marsh Learning Center.
BGE President Ken DeFontes said that BGE is a major victim of metals theft; utilities are a favorite target.
Chief Johnson noted that while metals theft is not a new crime, it used to be committed mainly by people desperate for a few dollars. Now, however, it has become a sort of illegal “business” conducted by people who have discovered they can make a good living by stealing copper and other metals and selling them as scrap at scrap dealers here and elsewhere.
The cost of this crime far exceeds the value of the metal itself. Thieves destroy entire buildings by ripping out drywall and cutting pipes, often leaving the water to flood the structure. They ruin entire systems by cutting wires, ripping out grounding bars, destroying the coils of HVAC systems. Copper gutters or lampposts, often found in historic districts, are an easy target.

About the Metals Theft Team

The team is part of the Property Crimes section, and includes a corporal and four detectives.
Johnson said the scope and impact of this crime requires a strategic, focused effort. The team is charged with educating property owners and business about it; developing relationships with the county’s 10 scrap dealers as well as dealers in surrounding jurisdictions; combing daily incident summaries to identify the early signs of metals theft trends; monitoring regional trends; and networking with other agencies and corporate security.

A single suspect may be responsible for dozens or even hundreds of metals theft cases. For example, a Baltimore man named Derrick Wingate is suspected in 47 home burglaries in Pikesville and Woodlawn along the Liberty Road corridor between December 11 and April 30. He awaits trial in both Baltimore County and Baltimore City.

Changes to Parking Meters on 6700 Block of York Rd

From Councilman Marks:

 

I wanted to let you know that the Baltimore County Department of Public Works has approved changes to the parking meters on the east side of York Road between Dunkirk and Murdock Roads, allowing for a maximum of two hours instead of the current one hour.

 

Our office was initially notified by the owner of a yoga studio where customers would have to interrupt their sessions to add more money to the meters. A petition was signed by a majority of the businesses between 6701 and 6729 York Road.

 

The changes make sense and should be helpful to both business owners and customers.   No word on when the meters will be changed, but I suspect it will be within the next few weeks.

Thefts from Autos:

On Monday 5/7 PC06 Units arrested two juveniles operating a stolen truck in the area of Loch Raven Blvd.  Upon searching the truck the Officers found property that belonged to residents of the Rodgers Forge and Stoneleigh Communities so now what we're asking of you is to let your neighbors know of the recovery and if they were a victim.

Between 7:30 and 10:30 p.m., an unknown suspect entered a locked shed and stole a lawn mower.

May 5: Fourth Degree Burglary/Grand Theft Motor Scooter, 8300 block of Ridgely Oak Road, 21234

Between 7:30 and 8 a.m., a black male in his 20s removed a scooter from the victim’s fenced in back yard.

May 5: Kidnapping/Armed Robbery, Pennsylvania Avenue and York Road, 21204

At 2:15 a.m., a man reported that two suspects approached him and one displayed a knife. They demanded money, and the victim gave them all his money. They forced him to walk to a nearby ATM at Allegheny and Washington Avenue, and withdraw additional money. The suspects fled the area on foot. The first suspect is described as a black male, 20 to 25 years old, 6’ tall, with a muscular build, and medium/dark skin. The second suspect is described as a black male, 20 to 25 years old, 6’3” tall, with a muscular build and medium/dark skin.

May 4-5: Fourth Degree Burglary, 8200 block of Pleasant Plains Road, 21234

Between 8 p.m. on May 4 and 7:30 a.m. on May 5, an unknown suspect stole four white plastic lawn chairs from a fenced in backyard.

May 3-4: First Degree Burglary, 1300 block of Deanwood Road, 21234

Between 10 p.m. on May 3 to 2:30 p.m. on May 4, a known suspect entered the home and removed electronics.

May 3: First Degree Burglary, 900 block of Fairmount Avenue, 21204

Between 8 a.m. and 7:20 p.m., an unknown suspect stole money after breaking the glass of a basement door to enter the home.

May 3: Attempted First Degree Burglary, 1300 block of Locust Avenue, 21204

At 5:30 a.m., the victim woke up to her alarm sounding. She found her rear door ajar and wet footprints on her deck. Money had been taken from her vehicles.

May 3: Grand Theft Auto, unit block of Acorn Circle, 21286

Between 12:15 and 6:47 a.m., the victim’s 2007 Toyota Camry, credit cards, and electronics were stolen by an acquaintance.

April 30: Armed Robbery – Gun, Hillsway Avenue and Halstead Road, 21234

At 11:20 p.m., a man was walking home from work when he was approached by two suspects. One suspect was armed with a handgun. The victim attempted to run when they demanded his property. One suspect tackled the victim and struck him with the gun. The suspects fled with the victim’s bag, which contained personal property and electronics. The first suspect is described as a black male, 20 to 23 years old, 5’8” tall, 165 pounds, with a medium build and medium complexion. The second suspect is described as a black male, 18 to 20 years old, 5’10” tall, 150 pounds, with a medium build and medium complexion.

April 30: Attempted Rape, Towsontown Boulevard and Virginia Avenue, 21286

At 10 p.m., a woman reported that she had been sitting in a gazebo at the Towson Manor Park with four men. She observed one of the men putting on a condom, and stood up to leave. She reports that two other men grabbed her arms, and tried to pull her pants down. She was able to run away and call 911. One suspect is described as a black male, in his early 20s with dreadlocks. The other three suspects are described as black males, 18 to 20 years old.

April 30: Commercial Burglary, 1600 block of West Joppa Road, 21204

At 3:11 a.m., a man used a crowbar to break into the Royal Farm store. The suspect stole 37 cartons of cigarettes. The suspect is described as a white male, 5’10" tall, and 180 pounds.

April 29-30: Commercial Burglary, 700 block of Dulaney Valley Road, 21204

Between 12:45 p.m. on April 29 and 9 a.m. on April 30, an unknown suspect entered Express Title Services by unknown means and stole computer equipment.

April 27-30: Fourth Degree Burglary, unit block of Pennsylvania Avenue, 21286

Between 5 p.m. on April 27 and 3 p.m. on April 30, an unknown suspect cut the lock to a gate and removed an air conditioning unit.

Another TU Concret Pour on Sat. May 12th

A message from TU,

"We have another major concrete pour required  for the construction of Tiger Arena—the Towson Center Addition--- coming up this Saturday, May 12th. The proposed start time is 4am and end time would be around 7p.m. We would take all necessary precautions to minimize disruption to the community just as was done for the previous pour—including but not limited to: 

• deactivating all back-up alarms on equipment and vehicles
• Conducting the pour within the Towson arena structure (and wall)
• Eliminating the use of any loud power equipment."

Deception Burglars Target Woman in Precinct 7/Cockeysville

On April 24 at 4:30 p.m., a woman in the unit block of E.  Aylesbury Road, 21093, reported that two suspects entered her home under the pretense of examining her leaky roof.  The suspects distracted the victim, and stole money and jewelry while they were in her home.  The suspects are described as a white male, in his50s, 5’10” tall, 250 pounds, and a white female, approximately 35 years old, 5’4” tall, and 150 pounds. 

Police Remind Homeowners to Stay Vigilant for Home Improvement Scams

Police are reminding residents to use caution when dealing with people who approach them about home improvement repairs and maintenance. 

Deception burglaries rise during the summer months, and many have similar patterns.  People outside their homes can be distracted by one suspect while another enters the home unnoticed to steal belongings.  Residents may allow someone who claims to be from a home improvement company into their home, only to find items missing later.  Victims have also reported that people claim to be inspectors, ask to come in to perform repairs or conduct an inspection, and then take items while inside the home. 

Baltimore County Police offer the following tips to prevent deception burglaries:

·       Do not allow uninvited repair workers into your home, especially if they want to fix something that you have not noticed is a problem (such as a leaky roof)

·       If someone claims to be at your home for an inspection, ask for identification and contact their company prior to allowing them into your home

·       Keep doors locked when possible to prevent anyone from entering your home while you are outside the house

·       Call 911 immediately if someone attempts to enter your home or you suspect someone is attempting a deception burglary

·       Watch for people offering services in your community and make sure to write down a description of the individuals and their vehicle, including a tag number

·       Older residents and those living alone are often targeted – keep in contact with your neighbors to ensure that they are not victimized

·       Always research companies before hiring them to ensure that they are legitimate companies with a good reputation

Between 10 p.m. on April 27 and 6:30 a.m. on April 28, an unknown suspect used a key to enter a small cottage behind the main church. Money was taken.

April 27: Attempted First Degree Burglary, 7900 block of Knollwood Road, 21286

Between 6 and 11:40 p.m., an unknown suspect kicked a hole in the front door of the location. Entry was not gained.

April 27: Armed Robbery, 1600 Wentworth Avenue, 21204

At 2:45 a.m., a woman was approached from behind by a suspect who demanded her money. The suspect took her purse and fled on foot. There is no suspect description.

April 26-27: Fourth Degree Burglary/Grand Theft, 6600 block of N. Charles Street, 21204

Between 7 p.m. on April 26 and 11:04 a.m. on April 27, an unknown suspect went into the unlocked garage door and entered an unlocked vehicle door. Jewelry was taken from the car.

April 25: First Degree Burglary, unit block of Airway Court, 21286

Between 8 a.m. and 6 p.m., an unknown suspect entered the apartment and stole camera equipment. There was no forced entry.

April 25: First Degree Burglary, 1800 block of Briarcliff

Between 7:30 a.m. and 3 p.m., an unknown suspect entered the home by unknown means and stole electronics. There was no forced entry.

April 23-25: First Degree Burglary, unit block of Echoway Court, 21286

Between midnight on April 23 and 2:30 p.m. on April 25, an unknown suspect entered the apartment and stole electronics. There was no forced entry.

April 23: Armed Robbery - Gun, 8200 block of Dulaney Valley Road, 21286 (Parking Garage)

At 7:31 p.m., a man and a woman were leaving the mall and walking towards their vehicle. They reported that three men approached them, and that one was armed with a handgun. The suspects took wallets and electronics from the victims and fled on foot. All three suspects are described as black males (no further description).

Dumpster Day Is Coming - Saturday May 12th

When: Saturday May 12th From 8:00am to 12:00noon
Where: In the RFES parking lot.
What: Yard waste, household waste will be accepted, electronics recycling will be available ($10 for televisions only), they will take anything that can be plugged in or runs on batteries; loading dock will be there to accept any type of building material or working appliance; and donation trucks will be there for donate-able household goods.
