Summer Security Tips from BCPD
It's that time of year again to get the word out to your neighbors about securing their property. With the warmer weather we're breaking out the yard equipment, lawn and patio furniture, bicycles, etc. and if we don't properly secure it when we're finished with it at the end of the day it may not be there tomorrow. At Towson Precinct we're already seeing an increase in burglary and theft reports where property owners are notifying us that lawn equipment--lawn mowers, weed cutters, leaf blowers, etc--has been stolen out of their yards or sheds. Bicycles are also being taken when left unsecured. These type of crimes are largely due to temptation, things are left out, nobody's around thus somebody walking by decides to take what's not theirs, reducing the temptation means reducing the amount of loss. So let your neighbors know to secure all property at the end of the day, lock garage doors and sheds once everything is placed inside. By properly securing one's property the temptation of someone else to take what is not their's is significantly reduced and thus the property owner is spared the time and expense of replacing what was stolen.

Neighborhood Watch Alert

The following information is being distributed by several area schools and neighborhoods. Registered sex offender Kenneth Barnes was seen again in Roland Park yesterday at 3:30pm. He was spotted near the intersection of Deepdene Avenue and Roland Avenue driving his red VW Cabriolet (license plate number of MD MEG887) and pausing to chat with children walking nearby. His parole requires him to stay away from places where children congregate. If you observe him in violation of his parole, please call 911.
Bike Thief – Bellona-Gittings Area
Following a recent incident the responding Baltimore City Police reported that there has been a rash of bike thefts in the area. They are reminding residents to lock their houses, sheds, and garages to protect their recreational and lawn equipment. They warn that opportunists take advantage of the easy pickings when they find unsecured bikes and lawn equipment left on sidewalks and front lawns. In addition, deceptive tactics are sometimes employed by those looking for an equipment upgrade. The following incident was reported to the Board.
Recently on a Saturday evening several kids were riding their bikes on a street near their home in our community. As they were playing a group of seven or eight older kids ranging in age from 10 to 16 years old rode bikes down the same street. The two groups started talking and after a while one of the strangers asked if he could try out a trick on the new bike belonging to one of the resident kids. Thinking the stranger just wanted to show the group a trick there in the immediate area. The resident kid got off the bike to let the stranger try the trick. Once on the new bike, the stranger and all his buddies took off leaving an old smaller bike behind. The resident kids, shocked by the deception, ran home and told their father what had happened. The father jumped in his car and took off looking for the group. He caught up with them near Bryn Mawr. When the kid on the bike refused to give it up, the father tackled the kid and sat on him until the police arrived. The other boys in the group all disappeared, but the police hoped to get some information regarding some of the recent bike thefts from the apprehended teen who is from a neighborhood several miles away.
The father of the resident kids reports that the kids learned a lesson in caution, and are (for now, at least) locking up their bikes.

The previous post was the final by-law changes as voted on by the board. Listed below are the proposed changes submitted by the committee which ultimately lead to the final changes.

III. MEMBERSHIP
. To be a Member of The Rodgers Forge Community, Inc., an individual must meet the following Criteria:

IV. GOVERNANCE
. The management of the Rodgers Forge Community, Inc., shall be by the Board of Governors of the Rodgers Forge Community Inc. (hereinafter “Board)
. Board of Governors – General
1. Size: the Board shall be composed of not fewer than twelve (12), or more than twenty-three (23) Board Members, as may be set from time to time by the Board of Governors.
2. Eligibility: To be eligible to serve on the Board, a person must qualify as a Member, serve on at least one (1) committee, attend a minimum of 7 meetings per year with a maximum of 3 unexcused absences and supports the RFC, Inc.’s Mission Statement and Conduct of Board Members Statement. (The Board’s President has the discretion and authority to determine participation of Board Members)
3. Election of the Board shall be by vote of the Members present and voting at the Annual Meeting held on the 2nd Wednesday of September.
4. Officers must be members of the Board, and shall be elected by the Board at the first Board Meeting to be held on the 3rd Wednesday of September following the Annual Meeting. Officer’s titles and duties to be spelled-out more specifically in the section below called Officers.
. Election and Composition of the Board
1. DELETE

2. Duties include, but are not limited, to the following:
a. Publicize the need for Board Members no later than June in our Newsletter and on our website
b. Inquire as to whether existing Board Members wish to remain on the Board.
c. Prepare a list of qualified Board candidates. In the event that the number of qualified candidates exceeds the number of positions available, the committee may, but is not required to, submit a suggested slate of candidates.
d. The committee shall report back to the full Board at the August meeting. (In the event no August meeting is planned, the appointment of the committee shall take place no later than the MAY meeting and the committee report shall be presented at the July meeting.)
e. All applications to be considered for the year must be submitted to the Chairman no later than July 14th in order to meet the deadline of the publication of the Newsletter. The committee shall ensure that all qualified candidates are provided with the opportunity to publish a brief statement on their beliefs and qualifications in the Newsletter and/or website. The committee is not obligated to make this publication in the event the committee is not provided with the candidate’s statements for publication prior to the deadline for the publication of the Newsletter.
f. The committee shall ensure that ballots are prepared. (omitting: ”for both At-large Members and District Members, with suitable space for write-in candidates”- remember-no nominations from the floor)
