By-Law Revisions from May 2011 RFC Meeting

During the most recent RFC meeting the board reviewed and approved a number of changes to the existing by-laws that govern the association. Here are the final changes:

III. MEMBERSHIP
. To be a Member of The Rodgers Forge Community, Inc., an ​ ​individual must meet the following Criteria:
2. Reside in the above stated Geographic Area.
3. Be at least 21 years of age.
4. Live in a household for which the dues are current and paid.
. All persons meeting the above criteria shall be referred to as Members in this document.
 
 
IV. GOVERNANCE
. The management of the Rodgers Forge Community, Inc., shall be by the ​Board of Governors of the Rodgers Forge Community Inc.  (hereinafter “Board)
. Board of Governors – General
1. Size:  the Board shall be composed of not fewer than twelve, or more than twenty-three Board Members, as may be set from time to time by the Board of Governors.
2. Eligibility: To be eligible to serve on the Board, a person must qualify as a Member.
3. Participation: All elected board members must serve on at least one committee, attend a minimum of 7 meetings per year, and support the RFC, Inc.’s Mission Statement and Conduct of Board Members Statement. (The Board’s President has the discretion and authority to determine eligibility of Board Members)
4. Election of the Board shall be by vote of the Members present and voting at the Annual Meeting held on the 2nd Wednesday of September.
5. Officers must be members of the Board, and shall be elected by the Board at the first Board Meeting to be held on the 3rd Wednesday of September following the Annual Meeting. Officer’s titles and duties to be spelled-out more specifically in the section below called Officers.
. Election and Composition of the Board
1.   Approximately one half of the Board shall be elected at the Annual Meeting.
a. Board Members shall be elected to two-year terms.
 
. Board Election Procedure
1. No later than the May Board meeting the President, with Board ​approval, shall appoint a Nominations Committee of no fewer than ​three persons to solicit applications for Board Members.
2. Duties include, but are not limited to, the following:
a. Publicize the need for Board Members no later than June in our Newsletter and on our website
b. Inquire as to whether existing Board Members wish to remain on the Board.
c. Prepare a list of qualified Board candidates.  In the event that the number of qualified candidates exceeds the number of positions available, the committee may, but is not required to, submit a suggested slate of candidates.
d. The committee shall report back to the full Board at the August meeting.  (In the event no August meeting is planned, the appointment of the committee shall take place no later than the MAY meeting and the committee report shall be presented at the July meeting.)
e. All applications to be considered for the year must be submitted to the Chairman no later than July 14th in order to meet the deadline of the publication of the Newsletter.  The committee shall ensure that all qualified candidates are provided with the opportunity to publish a brief statement on their beliefs and qualifications in the Newsletter and/or website.  The committee is not obligated to make this publication in the event the committee is not provided with the candidate’s statements for publication prior to the deadline for the publication of the Newsletter.
f. The committee shall ensure that ballots are prepared
3. Voting Procedure at the Annual Meeting
a. The Election for the Board shall take place.
(1) The President shall read the names of all qualified ​candidates. No Nominations will be accepted from the floor at the Annual Meeting.
(2) After the names are read, each candidate shall have the opportunity to briefly address the General Membership present if they so choose.  If the candidate is unable to attend he or she may send a representative.
(3) In the event that there are more qualified candidates than available positions, paper ballots shall be distributed, all Members present shall have one vote per household.
(4) In the event that the seats available equal or are less than the number of candidates, the President may request that the election be by acclamation.
 
ADOPTED AND EFFECTIVE this 11th day of May, 2011, approved by the Board members of RFC, Inc., at the May Board of Governors meeting on this date. III. Membership age requirement increased.  IV. Governance-Sections A, B, C and D simplified.
 

HOST FAMILIES NEEDED

A group of 15 students will be arriving from Spain on JUNE 26th and will be departing on JULY 23rd. During their four-week stay, the students will be introduced to American culture with daily classes that include area outings and cultural and recreational activities.

Host families come in all shapes and sizes - families with small children, young couples, single parents, retirees, two working adult families, etc.- and only need to provide a place for the student to sleep (they can share a room), meals and a warm, supportive environment. Host families are invited to participate in outings and activities.

NOW ACCEPTING NOMINATIONS FOR 2012 RFC BOARD MEMBERS

Election of the next Rodgers Forge Community, Inc. Board of Governors will take place on September 14th.

In order to be eligible for consideration the following criteria has to be met:
-Reside in the geographic area of Rodgers Forge (see page 111 in The Rodgers Forge Directory),
-Be 21 years of age and live in a household for which the dues are current and paid.

New candidates for a Board Member position must indicate their interest by letter and submit the same so as to be received JULY 14th. Notification of interest (and a suggested brief resume) should be sent to:
RFC., Inc. c/o 201 Dumbarton Road, Baltimore, MD 21212, attn: 2011 RFC., Inc. Nominating Committee.

Include willingness to serve the two year term and contact information (address, phone number and email address). The cut-off date of JULY 14th will be strictly followed this year-no exceptions.

Once, you have submitted your request for Board Member consideration, you will be contacted. If any of the criteria has not been met, you will be notified at that time and given the opportunity to promptly meet the criteria. In addition, the board just passed participation requirements. They are:
-Serve on at least 1 committee
-Attend a minimum of 7 meetings per year
-Support the RFC., Inc.’s Mission Statement (found on page 5 of the Rodgers Forge Directory) and Conduct of Board Members Statement (found below).

You will be asked to commit to the participation requirements.

Finally, once you have qualified you will be asked if you want to publish a brief statement on your beliefs and qualifications in the Newsletter and/or website (August newsletter). The committee is not obligated to make this public in the event the committee is not made aware of it in the timely manner. The JULY 14th cut-off date, helps to ensure meeting the newsletter deadline.

While the Annual Meeting is months away, now is the time to consider volunteering.
REMEMBER: CUT-OFF DATE FOR CONSIDERATION IS JULY 14th-NO EXCEPTIONS and NO NOMINATIONS FROM THE FLOOR.

3. Board members may not usurp the authority, position, or responsibility of any individual on or any committee of the Board of Governors.
4. Board members will not undermine Board determinations. Important decisions are typically made via a board vote, with each issue being discussed and every member present having one vote. It is inappropriate to work against a Board decision because one disagrees with the outcome.
*This binding resolution was voted on at the March 2008 Board of Governors meeting and passed.

The victim asked the suspect if he was going to keep her property. The suspect handed the property back to the victim and drove off. M/B, 20’s, 5-7, 140, thin build, medium complexion, black short hair.

The victim was driving when he encountered four subjects on foot in the roadway. The victim yelled at the subjects to move out of the road. Words were exchanged and the victim drove off. The victim had to make a u-turn and encountered the same subjects. The suspect pulled out a handgun and fired a round at the victim’s vehicle. A bullet lodged in the keyhole of the driver’s door. The victim sped home and the subjects fled from the area. M/B, 16-18, 5-4, thin build, dark skin, black skull cap, blue hooded sweatshirt, and black jeans.

As you can see our friendly neighborhood criminals are crawling out of the woodwork with the warmer weather. Let us all work together to keep our neighborhoods safe. People have offered to do patrolling, but we do not hear from them past the first initial request. PLEASE assist if you can if only an hour one month!! Communication is a great tool, but making our presence known helps a great deal to let them know we are watching. If you can offer to patrol, or are already doing so and we do not know about it, please reply to this email with a way to contact you whether it be email, phone, or any other type of communication you would prefer. Off. K. Williams advised she was at the location when the suspects entered the store wearing masks. Off. Williams advised the suspects to take their masks off. When the suspects turned to look at her, they observed that she was an officer and immediately ran from the store. An employee advised that these suspects wore the same clothing as suspects who recently robbed the store. The suspects were apprehended in PC-02 by CID. Dumpster Day This Saturday! Need Volunteers! CORRECTION!

DUMP YOUR BULK TRASH ITEMS RIGHT HERE IN THE FORGE!

IS SATURDAY,
May 7th, from
8:00 A.M. until NOON

Bulk Trash Items Will Be Collected At The Rodgers Forge Elementary School Front Parking Lot. Simply drive up and our volunteer neighbors and Towson University football players will direct you to the correct dumpsters (since if trash is not properly placed in the correct Dumpsters, our community will be charged extra) and they will help you unload. Please note, you must be a Rodgers Forge resident to use our dumpsters for disposal purposes on this day. You can pay your community association dues, too, if you had not already done so. Do your neighbors a favor, too, and pick up and bring any bulk trash in your alley to the dumpsters.

Can you volunteer to help unload? Just show up to lend a hand and back. Volunteers are advised to wear work clothes and bring a pair of work gloves.

ACCEPTABLE ITEMS FOR DUMPSTERS:

Yard Waste ▪ Paper ▪ Mattresses▪ Carpets ▪ Metal Waste ▪ and Appliances with Freon ▪ AmVets will have a truck for: Reusable Furniture and Working Computers ▪ The Loading Dock will take Undamaged Wood and most other materials that can be used in the building and home construction trades

UNACCEPTABLE ITEMS FOR DUMPSTERS
(Absolutely Not Permitted):
Tires▪ Paints▪ Gasoline containers ▪ Explosive Materials, i.e., No Propane Tanks

CORRECTION 5/5/2011:
No computer equipment, cords, televisions, VCRs, DVD players, telephones, cell phones and the like. Nothing that could contain hazardous waste. There was a misprint in the newsletter but please note that these materials will *not* be accepted to be taken to the dump; however if you have any of these items in working condition that you would like to donate, there will be trucks from AmVets and the Loading Dock, and they will have receipts for tax purposes.
