Message from the Citizens on Patrol:

It is with sincere regret we announce that Rob Williams has stepped down from the Citizens on Patrol for personal reasons. We would like to take this opportunity to thank him for the MANY hours he contributed in patrolling, watching out for street light outages and notified the proper people for repair, and his diligence on keeping a special eye out on the school property. These were just a few of the contributions he has given to our community.

We also would at this time like to request volunteers to step forward to do patrols in our neighborhood at your convenience. We would like to continue seeing the down swing of crime in the Forge as it has decreased significantly over the past two years. Much of this is due to better awareness by you, the community. Many have written us with information on incidents to help us know where to keep a special eye while patrolling. We will continue working on improving as time allows, but need some new faces to make this happen. Possible Copper Theft Vehicle - and Leaving keys in your ignition

Possible Copper Theft Vehicle

The Towson Investigative Services Unit is looking for a vehicle possibly responsible for copper gutter thefts in the Towson Precinct. Witnesses have provided the following information pertaining to the vehicle:

- An older pickup truck white in color with rust on the body. The truck also has a ladder rack affixed to the bed.

- The truck has "64P" in the beginning of a Maryland tag.

- The driver of the vehicle can best be described as a white male in his mid to late 50's with some facial hair.

If you see this vehicle, do not take any actions except call 911 for a police officer to respond If you can get further details on the vehicle (make, license plate #) or description on the driver/passengers please pass this information along to the police dispatcher.

Leaving Keys in the Ignition Can Leave You Out in the Cold . . . and Car Thieves Warm in Your Car

Baltimore County, Md. (January 12, 2012) - As the weather turns colder, Baltimore County Police would like to remind drivers not to leave vehicles unattended with the engines running and keys in the ignition.

In the past week alone, at least five vehicle owners have had their vehicles stolen when they left the keys in the ignition with the engine running. Vehicles left running outside homes, in front of convenience stores, and at gas pumps present an easy target for car thieves. Drivers should always take their keys with them and secure their vehicles, even for a very short trip into the store. Drivers may want to leave vehicles running to warm up their engines, but should never leave the vehicle unattended while doing so.

It's the Law

In addition to the increased risk of vehicle theft, leaving a vehicle alone with the engine running is against the law. Officers can issue a ticket that is accompanied by a $70 fine and one point against your driving record if they see an unattended car. Unattended, running vehicles also pose a safety hazard. If the vehicle slips out of gear and causes an accident, you could be issued a ticket with a $110 fine and three points against your driving record.

The Forge fared well in 2011 compared to previous years. Let us all continue to work together as a community to continue this trend. Thank you all for your diligence and awareness this past year. It has made a difference in our community, but we must keep up this trend if we wish to continue living in a safe community.

We would also like to personally thank Rob Williams for his numerous hours out patrolling most every night of the year through all types of weather. Communicating with the officers in our area, watching out for peoples safety, property, contacting proper authorities for street lights out, coordinating special patrols throughout the year and assisting with statistic gathering.

Thank you also to all our patrollers who have also spent many hours patrolling the streets and alleys of the Forge.

Commercial Burglary Suspect Wanted

Baltimore County, Md. (January 10, 2012) - Baltimore County Police are asking for the public’s help in identifying the man responsible for multiple commercial burglaries in the Precinct 7/Cockeysville and Precinct 3/Franklin areas.

Detectives are currently investigating a string of burglaries targeting suites in office buildings along the York Road corridor in Precinct 7/Cockeysville. Five office buildings have been targeted since December 6, and in some cases, multiple suites were burglarized inside the building.

The burglaries are occurring during the evening and overnight hours, when the suspect gains access to the businesses by prying doors or breaking door glass. Money and checks, computer equipment, and food have been taken during some of the burglaries, and nothing at all was taken in several of the crimes.

Detectives have been able to link those cases to four other similar burglaries of office buildings that occurred in the 100-block of Painters Mill Road, the unit-block of Painters Mill Road, and the 10000-block of Reisterstown Road in December.

The suspect is described as a black male, 50 to 60 years old, 5’10” tall, with a thin build, and dark complexion.

All three cases involved financial institutions-banks, creditors-in other states but the victim lives here in MD. No identifiable source of information available as to how the victim's information was obtained. If you're going to alert other residents just inform them to be very careful on how they make their information available to others, especially on-line whether making purchases, paying bills, banking or anything else. Make sure you're using very secure sites, only put out that information that is required and alert your bank or creditor anytime you see unauthorized activity on an account.

Rodgers Forge in 2011 sees decreases in property crimes

In 2009 and 2010, Rodgers Forge was in the midst of an unfortunate trend of first degree burglaries. A total of 30 homes were broken into during that two year period. In 2011, only 3 homes were burglarized. No home had been broken into since April.

2011 also saw a significant decrease in theft from vehicle incidents. Though two vehicles were broken into on New Year's Day and the summertime saw a steady trend, the final quarter of the year saw a significant decrease of such thefts. The summertime also brought with it an uptick of stolen bikes. Rodgers Forge bike owners lost a rough estimate of $4000-$5000 worth of bikes. Preliminary numbers show only one reported bike theft in the final quarter of 2011.

Unfortunately, near the end of July, a neighbor in the 7000 block of Heathfield was assaulted by an armed gunman when she came home from work just before 2 a.m. Also, two fires were deliberately set on the grounds of Rodgers Forge Elementary. A dumpster was torched in August and a pile of leaves was set on fire on the basketball court in December.

Identity theft cases significantly increased in 2011. Unofficial numbers had 11 reports of identity theft throughout Rodgers Forge. Three cases were reported in as many days during the second to last week in December. Also, the month of December saw copper downspout thefts occur along with packages being stolen from some front porches in Rodgers Forge.

The Rodgers Forge Citizens On Patrol continued to impact the Rodgers Forge community. Members from the RFC.O.P. patrolled over 600 hours in 2011. When power was lost for several nights in a good portion of our neighborhood back in August, volunteers were out until 4-5 a.m. making sure those without power were protected. In November, one of our patrol members was able to retrieve a license plate number of a driver who hit a vehicle on Murdock and left the scene. The incident occurred just after 3 a.m on a Sunday. The driver was eventually charged. The RFC.O.P. Debuted its own website in November - www.rfcop.com is now in operation. The RF C.O.P. and the RFC Inc. welcomed Baltimore County Police Chief James Johnson to the neighborhood in March.

Since 2009, the mantra of the Rodgers Forge C.O.P has been, "Lights On, Lock Up, Look Out." Through the efforts of neighbors, our neighborhood saw a decrease in crime in 2011. Protect yourself as best as you can and always be on the lookout for something or someone that doesn't seem right. May 2012 see an even more significant decrease in crime in Rodgers Forge.

Summary of Dog Park Meeting with Councilman Marks

On Monday, December 5th, Rob Williams, Kathie Kolish and Board member Ruth Roberts attended a meeting Councilman Marks arranged to discuss Dog Parks. It was well-attended with folks from several dog parks: Paw Points at Robert E. Lee, Harford County, Perry Hall and Loch Raven. Others attending included dog trainers and “dog whisperers” and a rep from "Dogs on Wheels". The representatives from Paw Points explained the process of developing their park and discussed the day-to-day operation.

“At the end of the day, wanting and creating a dog park are two extremes. There are several issues that may prevent usfrom having a designated dog park.” said Kathie Kolish. “There are many issues to consider that make the creation of a park a financial and code enforcement dilemma. It should be noted that Paw Points took 11 years to come to fruition and they had a large, committed group of volunteers determined to find a site and raising money to make it happen.”

The Paw Points volunteers suggested that there are two big hurdles to overcome when choosing a dog park location. One, and perhaps most important: The park must have enough open space away from homes and neighbors to be a welcome part of the community. The noise factor, the run off/possible odors from feces, the increased foot and car traffic, possible illegal parkers in the alleys, and wear and tear on the designated area all need to be taken into consideration when choosing the site. Paw Points registered just under 500 dogs in less than month resulting in about 20 to 25 dogs using the park at any one time.

Two: The liability for a dog park. Liability insurance is very expensive under the best circumstances. Dog bites are one of the most expensive claims an insurance company might have to pay out, so premiums are very high. Fund raising to cover this cost is an on-going task.

Three: Volunteers. The yearly membership fees collected would not be sufficient to pay for daily oversight and maintenance at the dog park. This means volunteers would be needed to ensure that rules are obeyed and aggressive dogs controlled. Paw Points is unique in that Robert E. Lee Park rangers take on this role.

At the end of the meeting, all three RFCA members felt that efforts to establish a dog park would need more committed volunteers to meet and discuss possible solutions. The Paw Points volunteers assured us that the park is a wonderful thing, but it doesn’t come without a great deal of work on the part of volunteers. Councilman Marks is looking at other possibilities for dog parks in the county, such as Cromwell Valley Park. For now, it appears that there are no locations in Rodgers Forge that satisfy the need for open space.

If there are others in the community who would like to take up this issue and offer viable suggestions for the location, take on the job of fund-raising and working through the process, the Board would welcome your participation. Please come out to the next meeting in January and let us know what you think.

County to Continue Yard Material Pick-Up

After several complaints that people still have lawn materials bagged and awaiting pickup after the scheduled date (including mine!) we contacted the county and received this response:

"The Bureau of Solid Waste Management is working diligently with the County Collectors to resolve the yard material issue which is not unique to just your street or residence, but County wide. The issue is basically that the County Collectors can only haul so much yard material at any given time AND the amount of set out yard material County-wide is enormous. So while the last day of yard material set out has passed, the Collectors will continue to pick up as much of the material as they physically can until it is all gone.

Remind everyone that when they're outside take only what is necessary and always be aware of their surroundings, try and stay in well lit areas at night-know that's not always easy to do. Copper Theft Alert:

In Baltimore County, several precincts, including the Towson Precinct, have seen an increase

of copper downspout thefts these past few weeks. Unfortunately, a Rodgers Forge home owner

was victimized on Saturday 12/10/11. According to the home owner, the incident occurred

while the home was occupied sometime during the middle of the day. Though not specific

to this case, a black pickup truck has been seen in areas where thefts have occurred.

A suspicious male was seen in these locations handing out fliers. He is described as a

white male, about 5'6" who is slightly hunched over. The male also has a scruffy look to himself.

We ask you to please be aware of this latest crime trend. If you notice a black pickup truck

or someone handing out fliers, please call 911. A C.O.P. called 911 today(12/13) because an individual

was leaving fliers at homes in the 300 block of Dunkirk Road. He called for a check on subject call.

He was not able to stay at the scene. There is nothing to lose calling 911 concerning someone you

Friendly Reminder: Be Sure to Keep Gutters and Storm Drains Clean

Make sure that you have all gutters (on your roof AND in the streets) free of debris and leaves as winter approaches. Backed up storm drains on the streets can lead to flooded basements (its happened to me) and rain gutters that aren't cleaned out can cause water seepage in your basement. A little maintenance now to prevent a big headache later!

Also, keep in mind that the sides of curbs and streets are NOT okay places to dispose of your yard waste. This clogs gutters and when the freeze comes can cause hazardous slippery areas. Please be considerate and rake and bag your lawn refuse.

Suspect #1 produced a handgun and told the victims to empty their pockets. The victims gave Suspect #2 their property. Each victim then asked if they could have their property returned. The victim returned home from work and went into her closet to change. She advised that while she was in the closet, she noticed property was missing. There were no signs of forced entry and all the victims keys were accounted for. The only items that appeared to be moved were the clothes the victim used to conceal the property. Unknown

When the victims returned, they found the first floor of their house had been ransacked. A window in the rear of the home was broken, unlocked, and left open. Holiday Door Decorating Contest Takes Place The Week Before Christmas Day

The RFC, Inc. annually sponsors a holiday season door decorating contest during the Christmas season and a panel of judges will award prizes for the following categories: Most Festive, Best Colonial, Best Traditional and Most Original. Every home in Rodgers Forge is eligible to participate and win a prize. Judging takes place on or about December 15th and judges look for front door areas that display the creativity of the homeowner rather than a store-bought fixed display.

Outstanding Prize For Prompt Dues Submission

As an incentive to send in RFC, Inc. dues as early as possible, there will be a drawing for all those who follow procedures and remit their $25 dues prior to December 15^th. The prize is a nifty magic wand portable scanner to scan, organize and archive your files into digital format. In order to receive credit for having paid your dues for the fiscal year that runs to Sept. 30, 2012, you must submit payment with the invoice form AND drawing entry form delivered with the Rodgers Forge Directory last month. Without that invoice, there is no official recording of your dues submission being made. Dues should be paid now so that sufficient funds are on hand to pay for RFC, Inc. expenses that tend to become due early in the year. Those neighbors who wait to make their dues payment until just before the annual meeting every September should know that such payments may well be received too late to be recorded (with a dot) as paid in the next Directory. Funding for the RFC, Inc. comes mainly from the annual dues and is used for a variety of community events, to support our schools, communications with neighbors and

other projects that preserve and enhance our neighborhood property values and quality of life.

Santa Claus is Coming...To The Forge!

The jolly elf and his helpers will be visiting the homes of children who live in Rodgers Forge prior to Christmas in the afternoon and early evening of both Thursday, December 15^th and on Sunday, December 18^th. At the request of parents, Santa will come to your house to dazzle your children and their friends but his schedule is busy so reserve times now with Santa’s Travel Coordinators. Holiday Shopping is Upon us!! What do I buy for each special person!!!

Please use as much thought about protecting your property while shopping as the gifts themselves, otherwise those purchased special items may no longer be yours to give!!

Vehicle break-ins are crimes of opportunity. RF Citizens on Patrol is asking you to take these steps to make your vehicle unappealing to criminals:

· Remove all valuables or keep them out of sight. This is particularly important with GPS systems, laptops and ipods. Make sure to remove all base mounts, cords and chargers from view as well.

· Always lock your doors. Many thieves pull on door handles until they find an unlocked vehicle.

· If you have an alarm or other safety device, make sure to use it.

· Remember to lock your doors even when your car is parked at home. That’s where most unlocked vehicle burglaries happen.

· If your vehicle is broken into, report it to law enforcement even if nothing significant was taken. The more information investigators have about these crimes, the more likely it is that they will be able to identify and stop the people committing them.

· Apply these same rules to your homes, garages and sheds.

SEPARATE YARD MATERIALS COLLECTIONS IN BALTIMORE COUNTY END DECEMBER 14;

Separate yard materials recycling collections will end for this year on Wednesday, December 14. Yard materials (including leaves) will continue to be collected, but with the trash. Separate yard materials collection will resume in April 2012 for residents who have a "Y" on their trash and recycling collection schedule.

Residents may go online and view, save, and/or print their trash and recycling collection schedule and program guide by visiting the Bureau of Solid Waste Management web site at www.baltimorecountymd.gov/recycling and clicking on the "Collection Connection" link. Residents who would like a collection schedule and program guide sent to them can call the Bureau's customer service line at 410-887-2000.

Baltimore County residents are reminded that raking or blowing leaves into the gutter or street is illegal.

Shopping takes up a lot of time during the holidays. Shoppers are so busy thinking about all the things that need to be done, they fail to be aware of their surroundings. “It doesn’t have to be this way,” says Chief Jim Johnson. He says that people are not reading their environment and in too much of a hurry to add safety to their list of things to do. He says to scan your immediate area. Don’t assume that because there are people around you are safe and secure.

The Chief advises everyone, “Focus on your personal safety and the safety of those with you. Every good police officer is trained to read the environment. Likewise, you should ask yourself questions when you are out and about.”

When you are in a parking lot or garage, be alert to someone who appears to be standing around for no good reason. He or she might be waiting for someone or that person could be an opportunist waiting to grab your shopping bags or your purse.

Here are some things to think about when shopping:

Always park in well-lit areas and park close to the entrance of the store or mall.
Don’t talk on a cell phone when walking to and from your vehicle. Keep your full attention on your surroundings.
Don’t electronically unlock your vehicle until you are within door opening distance. This helps stop a thief from getting into the car and waiting to strike when you least expect it.
If you are ready to leave the mall and feel uneasy about entering the parking lot or garage by yourself, stay in the mall and ask for a security escort.
Do not open your car door to anyone in a parking lot or garage. If you believe you are in danger, call 911 immediately.

Enjoy The Holiday Bustle - But Be Aware

The end-of-year holiday season - with all its hustle and bustle - is fast approaching. With all the distractions and activity, we sometimes forget the basics about safety on the streets and at home. Opportunity is the criminal's key to crime. By staying alert and following a few crime prevention tips, you can ensure a holiday season that is happy and safe. Crime prevention involves being aware of our surroundings and potential areas of danger, thereby closing the criminal's window of opportunity.

Busy shoppers can be targeted for purse snatching and other forms of street robbery. The malls are full of folks with money to spend. As we speed along, focused on getting through our treasure hunt, a criminal can size up a potential victim.

Outside of the mall, stick to well-lit, well-traveled streets, walkways and parking areas for both walking and parking.
Stay off the cell phone as you walk through parking lots and streets. It is a distraction that makes you vulnerable to robbers, and your cell phone itself is a tempting target.
Don't flash large amounts of cash or offer tempting targets for theft such as expensive jewelry or clothing.
Carry a purse or shoulder bag close to your body, not dangling by straps. Put a wallet in an inside pocket of your coat or front pants pocket.
Don't fumble for house or car keys. Have them in your hand, ready to use when you reach the door.

Here are some additional tips regarding the car or house you've left behind while on your travels.

ALWAYS lock your car and residence, even if you are away for only a few moments.
Do NOT leave valuables - gifts, cell phones, purse or clothing - in open view in your car. Take valuables with you, lock them in your trunk, or cover them in an unobtrusive way.
Leave lights turned on both inside and outside your residence after dark. Criminals don't like bright places.
If you will be away from home for several days, make arrangements for someone to pick up your mail and newspapers. An overstuffed mailbox is a sure sign that no one is home, and burglars are tempted to check those envelopes for holiday gifts.

County police hope that by being aware, crime won't ruin your holidays.

'Tis The Season: Beware Of Purse Snatchers

The holidays are swiftly approaching. The stores are putting up decorations, and purse snatchers are practicing their skills. The Baltimore County Police Department wants everyone to be aware that thieves look forward to holidays as much as everyone else - maybe more so! The department asks women to beware of purse snatchers; women carrying pocketbooks are easy prey. The thieves know that during the holidays, shoppers are distracted and are not as careful as they should be when out.

Here are some things that can be done to thwart the would-be thief.

Keep your purse close to your body.
If the pocketbook has long straps, shorten them.
If possible, avoid carrying a large purse when shopping. A fanny pack is compact and more difficult for a thief to grab and run.
Carry only the credit cards you intend to use, leave the others behind.
Avoid carrying large amounts of cash. Use checks or check cards.
Use ATMs wisely. Have the card ready before approaching the machine, and use ATMs in high traffic areas.
Be aware of the environment. Don't walk or park in poorly lit areas. Don't take shortcuts through wooded areas. Don't be distracted by a cell phone conversation.
Have car keys ready before leaving the office, store or mall.
If you believe someone is following you, cross the street, switch directions, walk into a store or restaurant. If you are really scared, yell. Don't be embarrassed. Your safety is more important.

A Holiday Shopping Reminder

As you do your holiday shopping, don't give a thief an opportunity.

Do NOT leave valuables in open view in your car. Put them in the trunk, or take them along with you. This is the time of the year when thieves do their own form of "window shopping." They look in parked cars for gifts and other merchandise, and they will break through car windows to get at such valuables.

It takes only a few seconds for a criminal to break into your car. So remember: when you leave your car, leave it empty.

Do Your Homework Before Donating To Charity

The holiday season is in full swing. Shoppers are out and about and the signs of the season are everywhere. The familiar red kettle and bell ringers are on street corners and in front of various stores. Charitable organizations are in need of funding to keep programs for the needy operating as the country struggles financially.

For example, the American Red Cross of Central Maryland solicits contributions via e-mail. However, the solicitation is only sent to those companies or individuals who are on the books as donors. The groups have also given permission to the ARC-Central MD to contact them in this way. This is a good use of today’s technology, but it can also open the door to criminal activity. These conveniences can bring pitfalls and fraud. Be wary of any organization that sends unsolicited e-mail asking for donations.

Also, the United Way of Central Maryland does not directly solicit through e-mail, but advises donors to go to their web site at http://www.uwcm.org/uwcm/give.html to make donations. If anyone receives an e-mail from what appears to be the United Way of Central MD, do not click on any attachment associated with the message as you could become a victim of a scam. The Salvation Army does not send e-mail soliciting funds, but the organization does do mailings.

Baltimore County Police Chief Jim Johnson advises consumers to know the organizations that come to them for donations. He says, “Charitable giving is noble, but beware. When approached by charitable groups, ask questions before you give. Your personal information, if you don’t safeguard it, can be used without your knowledge.”

Do your homework when you donate to any charity. Chief Johnson says, “Give to organizations that have a history of service and commitment to the community.”

If you still have doubts about a group, there are other ways to access information on charitable organizations. Donors can check the groups at http://www2.guidestar.org/, and http://www.marylandnonprofits.org/.

It is wonderful to be generous, but think before you contribute your hard earned money.

Extend The Life Of Your Holiday Gifts: Get Them Engraved

Why not set aside some time right after the holidays to get your bike and gifts engraved with your ID number or driver's license number. Never use your social security number.

Easy-to-use engraving equipment and instructions are available free of charge to Baltimore County residents at County police stations, public library branches, and through many Citizens on Patrol chapters.

With the tool, you can engrave a driver's license number or Maryland ID number on your property - and that can pay dividends in the future. If the item is stolen, and later recovered by police, the engraved number will allow investigators to get that property back to you.

The engraved number might even deter a thief from taking your property in the first place, since the ID number makes it harder for criminals to dispose of valuables through underworld channels.

You don't need to limit engraving to your holiday gifts. You can engrave all of your precious possessions so they will be with you for many years to come.

"Checkpoint Strike force"

Saturation Patrols Will Target High-Crash Corridors

Baltimore County, Md. (November 16, 2011) - A statewide campaign, “Checkpoint Strike force,” will target drivers who are drunk, aggressive, and speeding. The campaign will go into effect for the holiday season on Thanksgiving weekend. Checkpoint enforcement will take place from mid-evening until the early morning hours.

Baltimore County Police and Maryland State Troopers will concentrate police traffic and criminal enforcement along three main corridors within the county.

A statistical analysis of the targeted areas, provided through the Baltimore County Police Department’s Data Driven Approaches to Crime and Traffic Safety (DDACTS), determine which corridors would be the focus of enforcement. DDACTS is a tool for evaluating crime trends and fatal crashes in various geographic areas.

Zero Tolerance

If an officer sees someone driving erratically, the driver will be pulled over and given a sobriety test. If the motorist is found to be driving while intoxicated (DWI), he will be arrested on the spot. Police will ask for the driver’s license and vehicle registration. If there are any flags, outstanding warrants or other legal issues against the driver, the driver could be arrested and the vehicle towed.

“Checkpoint Strike force” officers say there will be zero tolerance for speeding. Anyone exceeding the speed limit will be pulled over and given a ticket.

Saturation patrols also deter crimes such as robbery, burglary, and assault.

I wanted to let you know about a display the homeowner at 7008 York has set up.

There are four makeshift tombstones with the names of four Medal of Honor recipients

who have been killed in action. The area is draped with a few flags and is illuminated at night.

It's a neat little display. I've learned a great deal about the four gentlemen this owner has chosen to honor.

I thought I'd pass this along to you if you haven't seen it yet.

In an email I sent out on October 24^th I reported an incident where two brothers were playing on Meadowood Rd. (below Bellona, off Lake Avenue) when a car pulled up next to them and a stranger asked the younger boy to come over to the car and talk to him. The boys were frightened and ran home and told their parents. Apparently around 1:00 today the same man was again cruising the area. This time the car drove slowly down the street then turned around and drove slowly down the street again with his hazard lights flashing. The boys recognized the car and the man and took off running before he was able to say anything to them this time. The description the children provided is of a white male in his sixties or seventies with bushy grey hair and very red cheeks driving an old, muted yellow sedan.

Please keep this description in mind. If you see someone meeting the description who appears to be cruising the neighborhood, please call 911, and please talk with your children about what to do in a similar situation.

The State Highway Administration (SHA) is beginning a $120,000 project to improve pedestrian safety and access to transit lines along York Road (MD 45) south of Towson, between Hillside Avenue and Hatherleigh Road.

The project includes: replacement of existing concrete sidewalk or construction of new sidewalk, curb and gutter where needed; construction or replacement of sidewalk ramps where needed; and reconstruction of driveway aprons where needed.

On or after Monday, November 14, crews will begin working along sections of northbound and southbound York Road between Hillside Avenue and Hatherleigh Road. During construction work, there may be single right lane closures along sections of northbound or southbound York Road at any time between 9 a.m. and 3 p.m., Monday through Friday.

Additionally, crews will need to temporarily close driveways for up to 24 hours during concrete driveway apron work. Councilman Marks to Prohibit Electronic Signage on High Structures in Downtown Towson

At the next County Council meeting, I will introduce legislation that prohibits electronic signage beyond a certain height in downtown Towson. This bill will amend the recently-passed sign legislation, which has already been approved by County Executive Kevin Kamenetz.

I will make copies of the bill available to the Towson Chamber of Commerce, the Greater Towson Committee, and the Greater Towson Council of Community Associations as soon as it is available. Any citizen can view the bill at the County Council Web Site once it is introduced next Monday (http://www.baltimorecountymd.gov/countycouncil/index.html).

If you are affiliated with an organization or community association, I ask you to disseminate this message from me. While I remain a strong advocate for revitalizing downtown Towson, I have always tried to listen to community concerns, which is why I am taking the unusual step of modifying a bill that was just signed into law.

RFCOP Halloween Synopsis:

As Senior Patrol Coordinator, I'd like to thank the dedicated few who patrolled Rodgers Forge throughout the Halloween weekend. There were no incidents of vandalism Friday & Saturday night. On Sunday, a few trees had been papered, a few vehicles had been peppered w/ silly string and 2 vehicles were hit by a drive by egging. As far as I can tell, Halloween night was free of any destruction. Over the 4 nights, our volunteers completed over 30 hours of patrols. Thank you again for a job well done.

County Executive Kamenetz:

The Greater Towson Council of Community Associations (GTCCA) continues to respectfully oppose Bill 65-11 Zoning Regulations – Signs. Our delegation, comprised of individuals elected from neighborhoods within the greater Towson community, has voted unanimously and requests that you immediately veto this piece of legislation.

Towson community leaders believe more time is needed to discuss this issue before allowing the owners of the newly rebuilt Towson City Center to not only erect multiple signs not previously permitted, but to allow three enormous 300 sq foot digital signs with up to 50% moveable type which could flash ads that will be visible from as far as Cockeysville and the Loch Raven Reservoir. Additionally, this bill could have the unintended consequence of similar signage on buildings throughout Towson.

Our organization submitted a formal letter and publicly testified against the legislation at the County Council's October 11 work session. We then proceeded to attend the County Council's formal vote on Monday, October 17. Despite our opposition the bill was passed. The entire life of the bill was less than one month. This bill will affect the Towson community and we deserve to have our opposition taken seriously.

We believe the current mechanism of requesting a variance when a property owner/developer wants zoning relief provides an important opportunity for the community to review and evaluate each project on its own merits. This bill would provide blanket relief for all buildings that meet the requirements. We understand that the impetus for this bill was the need for zoning relief by one specific project and we are uncomfortable with wide-ranging legislation being enacted to benefit one project.

The GTCCA has been actively involved in revitalization efforts in Towson but we want to retain the ability to weigh in on specific projects when/if they seek zoning relief. If you are to sign this bill into law, you have effectively disenfranchised the very people that will patronize a revitalized downtown Towson. We are open to working with the owners of this building, and any other building in Towson, on variance requests to help spur redevelopment and improve the vitality of the core of Towson.

For these reasons, we respectfully request that you veto this bill. Thank you.
