RFCOP Crime Report November 18th - 24th

The holidays are upon us, that hustle bustle time with too many things to do and not enough time to accomplish what we need to prepare.  We forget to lock that door, turn on that light, unplug our ears from our headphones and keep an attentive eye on what is happening around us.  Maybe wondering if that gift you just picked up is wrong and you should exchange it for something else.  This is thief’s Merry Holidays also!!  Below is this year’s informative information from our wonderful Baltimore County Police on being safe and protecting yourself and your property!!  Please read, please TAKE THE TIME!!

Holiday Crime Prevention

During the holiday season, shoppers may be so busy that they fail to be aware of their surroundings. Careless or unaware shoppers are easy pickings for purse snatchers and street robbers.  Police Chief Jim Johnson says to scan your immediate area; don’t assume that you are secure because there are people around you.

"Every good police officer is trained to read the environment. Likewise, you should ask yourself questions when you are out and about,” Johnson says.  For example, when you are in a parking lot or garage, be alert to someone who appears to be standing around for no good reason. He or she might be waiting for someone – or that person could be an opportunist waiting to grab your shopping bags or your purse.

Shopping

               * Always walk and park in well-lit areas. Park close to the entrance of the store or mall, if possible. Even outside of the mall, stick to well-lit, well-traveled streets, walkways and parking areas for walking and parking.
               * Don’t talk on a cell phone when walking through parking lots and streets. Your phone conversation is a distraction that makes you vulnerable to robbers. Keep your full attention on your surroundings. Also, your cell phone itself can be a tempting target to thieves.
               * Don’t electronically unlock your vehicle until you are within door opening distance. This helps stop a thief from getting into the car and waiting to strike when you least expect it.
               * If you are ready to leave the mall and feel uneasy about entering the parking lot or garage by yourself, stay in the mall and ask for a security escort.
               * Do not open your car door to anyone in a parking lot or garage. If you believe you are in danger, call 911 immediately.
               * Don't flash large amounts of cash or offer tempting targets for theft such as expensive jewelry or clothing.
               * Carry a purse or shoulder bag close to your body, not dangling by straps. Put a wallet in an inside pocket of your coat or front pants pocket.
               * Don't fumble for car keys. Have them in your hand, ready to use when you reach the car.
               * If you believe someone is following you, cross the street, switch directions, walk into a store or restaurant. If you are really scared, yell. Don't be embarrassed. Your safety is more important.

Vehicle Safety

               * Always lock your car, even if you are away for only a few moments.
               * Do not leave valuables – gifts, cell phones, purse or clothing – in open view in your car. Take valuables with you, lock them in your trunk, or cover them in an unobtrusive way.
               * Thieves do their own form of window shopping. They look in parked cars for gifts and other merchandise, and will break through car windows to get at such valuables.
               * When you return to your vehicle after your shopping trip, lock your car door as soon as you get in.

Home

               * Always lock your doors and windows, even if you plan to be out for a short while.
               * Leave lights turned on both inside and outside your residence after dark. Criminals don't like bright places.
               * If you will be away from home for several days, make arrangements for someone to pick up your mail and newspapers. An overstuffed mailbox is a sure sign that no one is home, and burglars are tempted to check those envelopes for holiday gifts.
               * When returning home after a shopping trip, be sure to have the house keys in your hand, ready to use when you reach the door.

Beware of Purse Snatchers
The stores are putting up decorations, and purse snatchers are practicing their skills. The Baltimore County Police Department wants everyone to be aware that thieves look forward to holidays as much as everyone else – maybe more so! The department asks shoppers to beware of purse snatchers; women carrying pocketbooks are easy prey. The thieves know that during the holidays, shoppers are distracted and are not as careful as they should be when out.

Here are some things that can be done to thwart the would-be thief.

               * Keep your purse close to your body.
               * If the pocketbook has long straps, shorten them.
               * If possible, avoid carrying a large purse when shopping.  A fanny pack is compact and more difficult for a thief to grab and run.
               * Carry only the credit cards you intend to use, leave the others behind.
               * Use check cards or checks to avoid carrying large amounts of cash.
               * Use ATMs wisely. Have the card ready before approaching the machine, and use ATMs in high traffic areas.

Do Your Homework Before Donating To Charity

               * Be wary of any organization that sends unsolicited e-mail to ask for donations. Do not open any attachment associated with suspect messages.
               * If you want to give, find out how an organization accepts donations.
               * If you have doubts about a group, there are ways to access information on charitable organizations. Donors can check the groups at www.marylandnonprofits.org.
               * Give to organizations with a history of service and commitment to the community.

Baltimore County Police Chief Jim Johnson advises consumers to know the organizations that come to them for donations. He says, “Charitable giving is noble, but beware. When approached by charitable groups, ask questions before you give. Your personal information, if you don’t safeguard it, can be used without your knowledge.”

Extend The Life Of Your Holiday Gifts: Get Them Engraved

Consider having valuable gifts engraved with your driver's license number or Maryland ID number. If the item is stolen and later recovered by police, the engraved number will allow investigators to return the property to you. Engraving also may deter thieves because the identifying information makes it more difficult for them to dispose of or sell valuables.

Easy-to-use engraving equipment and instructions are available, free of charge, to Baltimore County residents at County police stations, public library branches and through many Citizens on Patrol chapters.
               * Engrave a driver's license number or Maryland ID number on your property.
               * Never use your Social Security number.
               * Do not limit engraving to your holiday gifts. You can engrave all of your precious possessions.

From one of our neighbors--let's all be on the lookout for each other:
"On Friday the 22nd my car was stolen at Cedarcroft - right out of the driveway between the hours of 7:30pm ad 7:30am I also had a package stolen from the front of the house.

"Please increase your vigilance since it is the holiday season and crime is on the rise - Anything unusual don't hesitate to call 911.  Keep your car and home doors locked at all times."

Car Thefts on Glen Argyle Oct. 26

Well, as a 7-year resident of Rodgers Forge and happy to say that up to this point, one that has avoided crime - our cars on Glen Argyle were broken into last night. As a neighbor told me - the thieves are slick and have "clickers" to open the cars and avoid breaking windows.

They got nothing but a favorite (old and cheap) pair of sunglasses (REALLY?? You had to have THOSE??) and some loose change but managed to make a holy mess rifling through things. Just a word of caution to really not keep anything of interest or value in your car. It will walk away!

Travelling This Holiday? Octo. 26

Robert Williams
If you are, make sure you don't advertise you are not home. Make sure your property is secured before leaving. If you're not stopping any deliveries, such as the mail and/or newspaper or you are expecting packages, kindly ask a neighbor to gather your deliveries. Timers on lights are great. One thing many travelers do is just leave the light on the range hood. Believe it or not, that is a sign to potential burglars that you aren't home. Make sure any vehicles left behind are locked and ALL valuables are removed from those vehicles.

Be safe this holiday weekend and have a great Thanksgiving

Deception Burglaries

Community Resources Team
Crime Prevention Alert
Deception Burglaries

Deception Burglary is a type of crime that involves individuals who attempt to enter homes through deception or diversion. This is a scenario that we see played out more and more frequently. Seniors are sometimes targeted, but all citizens need to be aware of this crime and how it is perpetrated.

Here are some examples of how this type of crime is executed:

The suspect knocks on your door or approaches you while you are outside working on your yard, washing your automobile, etc. He or she claims to need your help or offers to do construction or maintenance type work outside your home. This offer requires you to accompany the suspect to look at your roof, fence, check property lines, etc. While the first suspect is diverting your attention outside, a second suspect enters your home and steals
money, jewelry, and other valuables before you return. It may be days before you realize you have been victimized.

Another scenario involves the suspect(s) inquiring about the purchase of an item that you have displayed outside for sale, (e.g., car, boat, camper trailer, etc.). The first suspect will distract the homeowner while a second suspect enters the home and steals your valuables. The suspect sometimes agrees to purchase the item to get you more interested (or in this scenario more distracted) and agrees to return with the money. For obvious reasons they never return.

A similar scenario can also take place inside your home. The suspect will come to your door claiming to be a representative of a utility, cable, telephone company, etc. They will ask you to let them in to test the service. While you are assisting the first suspect who you believe to be a legitimate representative, the second suspect enters the home and steals your valuables.

In all three of these scenarios the suspect diverting your attention will usually stay in contact with the second suspect by cell phone or two-way radio. This way the suspects can alert each other of potential problems that would jeopardize the success of the crime.
Report any suspicious individuals or activity by immediately calling 911. If you can take note of license tag numbers, vehicle descriptions, or suspect descriptions without putting yourself at risk, it can be helpful to responding officers.

If you have been victimized by this type of scam or have any questions or concerns about this document contact the

Robert Williams said "Cell Phone Theft Precautions"
The recent rash of cell phone thefts in the Towson area should have everyone who has a cell phone or portable hand held device to take precautions. Just yesterday afternoon, 3 suspects stole a woman's cell phone while she was in the 7-11 in Towson. The suspects asked to see her phone and they grabbed it from her.

According to the FCC, one out of every three robberies nationwide involves cell phones. Thieves are becoming more violent in these robberies. There is some indication, not from the FCC, that many of these robberies are due to gang initiations.

I would urge everyone to be aware of your surroundings when using a cell phone or portable hand held device. It's very easy to spot someone using one of these devices so be extra careful. I would also encourage everyone to record the serial # of your devices. If don't know how to find the serial #, you can phone your carrier and they will give it to you. Your devices can be traced a lot easier knowing these serial numbers. And, if by chance your phone or other device is stolen, contact the carrier immediately and have them disable your device.

In malls across the area and in Towson Town Center, there is am ecoATM. This kiosk buys back cell phones and other devices. It is the concern of many that thieves are stealing cell phones and taking advantages of these kiosks. I don't want to go into a long discussion about the kiosk but I will give you this important piece of information. If your device is stolen, call ecoATM at 1-858-324-4111 and file a ticket for all malls in the area, giving them your serial #, or the IMEI #. ecoATM has a live 24/7 monitoring system in place for all of their kiosks.

Most importantly, if someone wants your device and parents you need to tell your children this also, give it to them. Cell phones can be replaced, lives cannot.
Subject: "suspicious car" Both posted Nov. 9th:

When we pulled up, we thought it was strange that there were two of the same make and model cars (dark Chevy Impala's) that were not familiar parked in front of my house, so that caught our attention right away.  The people in the car were both African American. The driver was a man we think had corn rows and we think the passenger was a woman (unsure) with possibly a light vest on. Their car engine was off and no lights were on, so we found that suspicious that they were sitting in their car in the dark. Unfortunately I didn't get the license plate because once I realized that there were people in the car, I just wanted to get inside of my house as soon as possible. Once we got in our house, we looked through our front door peep hole and saw them slowly drive away about 1 minute after. We (my daughter and I) both looked at them in the car when we walked by but could barely see inside because it was so dark. I just wanted to give an alert in case anyone else see them parked anywhereelse in the neighborhood- then that would warrant a 911 call.
I just walked by a navy blue Chevrolet Impala that was parked on the 100 block of Murdock Rd. in front of my house. They were sitting in their car and when I walked past them to go into my house; they started their car and drove away very slowly. I just wanted to put this out there in case anyone see anything.
"Be Alert! Copper Thefts On The Increase"
Our neighborhood has gone through this before and now it's happening again. Several homes in the 200 block Regester Avenue were burglarized along with a home in the 300 block Dunkirk. These incidents of copper downspout thefts have occurred since Friday November 15. Some other homes from the list of 4th degree burglaries from Sunday that I posted yesterday may also be a part of this crime wave. I can't be 100% sure on that. Anyone with copper downspouts be aware. I believe the copper was stolen from garages and not homes. If anyone has any additional information on these thefts, please let me know so we can be better informed. Thank you to the neighbor from the 200 block Regester who contacted me last night.
Email security alert:
Please be informed about a serious malware that has been affecting all the newer operating systems like Windows XP, Vista, 7 and 8. It spreads through emails and links that look legitimate. The malware - CryptoLocker is being called "ransomware" because it encrypts files stored on computers or computer networks and demands payment through an online resource (PayPal, Bitcoin, etc) to deliver a decryption key.

Most often, the e-mail contains an attachment or link that installs the ransomware. A common example is through a fake tracking email appearing to come from FedEx or UPS. Once installed, CryptoLocker has the ability to find and encrypt files on the local computer or the network the computer is attached to through mapped network drives. When someone attempts to open a file, the infected computer displays a message that the files will be deleted unless payment is received with a certain number of days.
The latest update indicates that the cyber criminals are sending emails as if they are from antivirus vendors, with a malicious attachment, one that comes in the form of a password-protected archive. The password itself is provided in the email body text, along with instructions on how to use the supposed contents, making it look and read more legitimate and non-malicious.
Do not open attachments or click on links that look suspicious and/or are from unknown senders. There is always an increase in such emails during the holiday season, and for those of you who shop online please be careful while clicking on links to track packages. It is best to use the tracking link provided on the retailers website to track packages.

Again, please be mindful when opening links from unknown senders, if it looks suspicious contact one of the IT staff for help.

RFCOP Crime Report October 28th - November 3rd

Halloween report:
We are still gathering the information of patrols and incidents.  Hopefully by next Crime report update.

Recent Rash of Robberies:

Undoubtedly everyone has heard the news of the recent rash of robberies we've been experiencing in Towson and the two attacks on Burke Ave where the victims were attacked by multiple suspects with at least one brandishing a knife. Thus far we do not have a lot of information on the suspects responsible other than three thinly built African-American males who have a vehicle available to them.  All of these cases are being actively investigated by not only Officers and Detectives of Towson Precinct but also Detectives out of our Headquarters.  All of us are working diligently to identify those responsible and bring this situation to a close.
In all these incidents we're investigating the victims were alone and either using their cell phones or had their phones readily accessible; those responsible then took the opportunity to take the phone and possibly other property by force.
A couple points of personal safety and protection we'd like you to employ for yourself and spread the word to your family, friends and neighbors.  as we all know with the time change it's getting darker earlier and if you're out after 6 pm using your cell phone the light of the phone shines like a beacon to all that not only do you have a phone but you're using it. If you're using the phone in whatever manner you're probably paying more attention to it than you are your surroundings--and yes I am as guilty of this as anyone else with all that these little gems of information and entertainment provide! Our suggestion to everyone is if you're outside try to avoid using your phone so much especially after dark. Try and stay alert to your surroundings, look around often for other persons close to you, pay attention to the sounds of an approaching vehicle. Should you go out have someone with you if possible but if by yourself try and avoid unlit areas. If you're by yourself and you sit somewhere in public do so closer to others, make yourself less of a target should you be using your phone.  Again though be aware of your surroundings always.
As always if you're out and about and you see or hear something suspicious call 9-1-1 immediately so that our Officers can respond to investigate.
Thank You, Sgt Stephen Fink, 2815  PC06 COT

Police said they believe the three robbers are responsible for the stabbing and possible robbery of a Towson University student on Sunday night at Burke and Centre avenues. That student was found suffering from multiple stab wounds and was taken to an area hospital with serious injuries, according to police. Police Chief Jim Johnson said he intends to step up police presence in the Towson precinct in response to the crimes. Residents are also urged to stay off their cellphones, especially if they’re walking by themselves after dark.

BGE Has nothing compared to “Light the Forge”:
Posted by Rob Williams on Nextdoor neighbor November 6th:
View larger photoI just placed an order for another 3 dozen lights. I already have requests for about 16 lights from neighbors. If you would like a Mr. Beams Motion Sensor light now is your opportunity. The lights are $15 each. If you can pay in advance it would be greatly appreciated but not required. Cash or check. Check made out to me. If you choose to pay in advance, I'm at @20 Regester or I can pick up the $ at your home. Your light(s) will be delivered to you within a day of the shipment's arrival. As always, a member of the Rodgers Forge C.O.P. will be happy to assist anyone with installation. Thanks to everyone who has taken part in this crime prevention initiative. Currently, 97 homes have Mr. Beams lights via this initiative or by purchasing a light on their own. About half of the homes have their lights installed. I just delivered 4 dozen lights this week so I expect more lights will be up shortly.
